Paraguay’s National Electricity Administration (ANDE) launched a major operation in San Bernardino to guarantee reliable electricity throughout the 2025–2026 summer season. The lakeside city, located in the Cordillera department, is known for its vibrant summer tourism, attracting thousands of visitors each year with its nightlife and seasonal events. This seasonal influx significantly increases pressure on local services and infrastructure, and officials expect a sharp rise in energy demand this season.
The announcement of the programme that seeks to support residents and thousands of visitors took place at La Rotonda beach.
Strengthening the electrical system for peak demand
The operation focuses on reinforcing the system for more than 15,000 customers and around 40,000 visitors. Engineers will apply preventive maintenance and install new infrastructure across strategic areas. Additionally, the plan involves over 60 officials working in 23 crews from various regional divisions. These teams will intensify their activities throughout the season to prevent service interruptions. The project requires an investment exceeding Gs. 10,000 million (approximately US$1.42 million).
During the launch, Ande president Félix Sosa underlined the institution’s responsibility to maintain service quality. He explained that the town poses a yearly challenge due to increased summer consumption. Moreover, he reported that San Bernardino’s maximum demand now reaches 60 megawatts. Technical studies show that demand may rise to 83 megawatts this season. This figure reflects a 20% increase compared with last summer.
Strategic maintenance
Officials confirmed the installation of 52 three-phase distribution transformers to support the rising demand. Crews are also carrying out comprehensive maintenance on eight feeders that supply the town. Two of these originate from the Itauguá substation, while six come from the Altos substation. Furthermore, maintenance continues on 450 transformer zones across the city. These actions are essential to guarantee service stability and reduce outage frequency.
San Bernardino also has the highest number of remote-controlled keys in Paraguay. The town operates 39 devices that allow technicians to restore service more quickly. This technology significantly reduces response times during outages or unexpected events. Consequently, residents and visitors benefit from a more resilient power system.

Sosa reminded attendees that Ande improved national service quality indices by 45% last summer. He credited this progress to planned work, investment, and staff commitment. He also encouraged citizens to declare their load and regularise their connections. These actions help strengthen the grid and improve long-term efficiency.
