Paraguay’s Ministry of Public Works and Communications (MOPC) has announced a new traffic management plan for Avelino Martínez Avenue, commencing on Monday, 31 August, 2026. The changes are necessary for the second phase of works on Lot 1 of the project, affecting the section between the Acceso Sur interchange, known as Tres Bocas, and Juan P. Sotelo street.
This decision facilitates the start of new construction while aiming to avoid a complete shutdown of the major thoroughfare. Work crews will be present on-site to guide drivers through the new diversion routes. The project includes the installation of concrete paving and new storm drainage systems to address long-standing issues in the area.
Routes for Asunción-bound traffic
Drivers travelling on the PY02 route towards Tres Bocas with the destination of Asunción will need to divert. They should take Tirso de Molina street, continue to Defensores del Chaco, and then pass along Eugenio A. Garay and Pérez Uribe streets. This route will allow them to rejoin their usual path towards Acceso Sur.
The Acceso Sur is a major highway that serves as one of the primary points of entry into the capital, Asunción, from the south. The area is a critical junction connecting the cities of Fernando de la Mora, Villa Elisa, San Lorenzo, and Ñemby, with an estimated 45,000 vehicles passing through daily.
Diversions for Ñemby and San Lorenzo routes
For traffic moving from Ñemby towards San Lorenzo and Asunción via Acceso Sur, a different diversion is in place. Drivers must turn onto Primero de Mayo street, proceed to Uruguay street, and then turn onto San Salvador street. The route continues to Chile street, turning towards Concejal Obdulio López and continuing along La Cabañita, San Judas Tadeo, and Padre Trujillo streets.
From Padre Trujillo, the route proceeds via Padre Belfour to Juan P. Sotelo street. At this point, vehicles can rejoin Avelino Martínez Avenue to continue their journey towards San Lorenzo and Asunción, following the established plan for this new stage of construction.
Travel advice and project duration
The MOPC, the government body responsible for infrastructure projects in Paraguay, advises the public to plan their journeys in advance. They urge motorists to respect all preventative signage and follow the instructions of the Highway Patrol (Patrulla Caminera) and the Municipal Transit Police (Policía Municipal de Tránsito). Officials recommend allowing at least an extra 20 minutes for travel, particularly during peak hours.
This new phase of the project is expected to last approximately four months. Alejandro Bordón, the Director of Roads at MOPC, clarified that the diversions are intended for through traffic on the avenue. He assured that residents and businesses fronting the construction will have guaranteed access to their properties throughout the works.
