Paraguay is set to explore nuclear power as a future energy source following the signing of a landmark agreement. The National Electricity Administration (ANDE) has established a technical cooperation framework with the International Atomic Energy Agency (IAEA). This agreement aims to formally analyse nuclear energy as a strategic option for diversifying the nation’s energy matrix.
The non-binding cooperation agreement specifically focuses on the potential integration of Small Modular Reactors (SMRs) into Paraguay’s energy grid over the long term. This initiative aligns with the country’s overarching National Energy Policy 2050.
Seeking to ensure a secure energy supply
Consequently, the analysis of SMR technology is considered a crucial evaluation for the future. The policy, driven by the Vice-Ministry of Mines and Energy, seeks to ensure a sustainable and secure energy supply for Paraguay’s growing economy. Furthermore, the exploration of nuclear power represents a forward-looking approach to complement its existing energy sources, which are predominantly hydroelectric.
The document marks a significant step in the country’s long-term energy planning. It was signed simultaneously by the International Atomic Energy Agency Director General, Rafael Mariano Grossi, in Vienna, Austria, and by the president of ANDE, Félix Sosa, in Paraguay.
Framework for technical cooperation established
The primary objective of the agreement is to foster comprehensive technical cooperation between the two organisations. According to the institutions, it will also facilitate a vital exchange of knowledge and strengthen Paraguay’s institutional capabilities. These enhanced capacities are essential for the thorough analysis, planning, and evaluation of advanced energy options.
Therefore, the partnership will provide ANDE with access to global expertise and established standards in the nuclear field. The accord is designed to build a solid foundation of understanding before any major decisions are made regarding nuclear infrastructure.
No legal or financial obligations
It is important to note, ANDE states, that this framework does not impose any legal or financial obligations on either party. Instead, ANDE has clarified that the agreement constitutes a collaborative platform. Its purpose is purely for technical analysis and institutional development in an area of increasing global relevance.
This cautious approach allows Paraguay to investigate the viability of nuclear energy without immediate commitment. This ensures that any future steps are based on robust data and a clear understanding of the technology’s implications for the national electricity system.
Key areas of collaboration outlined
The agreement specifies several key areas for cooperation. These actions are designed to provide a complete picture of what integrating SMR technology would entail for Paraguay. Specifically, the collaborative efforts will concentrate on a range of technical and strategic activities. The cooperation will include:
- A detailed analysis of the technical, economic, and financial aspects of Small Modular Reactor technology;
- Direct technical assistance from the IAEA to strengthen Paraguay’s national energy planning processes;
- The exchange of non-classified information and international best practices related to nuclear energy development and regulation;
- The implementation of dedicated training and professional development programmes for ANDE’s technical personnel.
Through these focused initiatives, Paraguayan experts will gain experience and skills, and this development of human capital is stated to be a central pillar of the agreement. In addition, it ensures that the country develops its own strategic capacity to assess emerging technologies. Ultimately, this knowledge will empower ANDE to make informed decisions that contribute to long-term energy security, promote sustainability, and effectively meet the sustained growth in electricity demand across the country.
Strengthening national energy security
By considering diverse sources like nuclear power, Paraguay aims to reduce its reliance on a single form of energy generation and prepare for future challenges.
The sustained growth of electricity demand in Paraguay presents an ongoing challenge for energy planners. This agreement provides a structured pathway to explore innovative solutions. Consequently, it positions the country to proactively manage its energy future rather than reactively responding to demand pressures.
