Asunción is witnessing the start of one of its most ambitious urban projects. Aether by CIVIS, a 50-storey mixed-use tower, is designed to reshape the skyline. More than a construction project, it emerges as a symbol of pride, confidence, and belief in what Paraguay can achieve. With an investment of around US$25 million, the project rises on Avenida Molas López, one of the capital’s rapidly developing areas.
The tower will feature around 240 apartments distributed in more than 30,000 square metres of construction. Built by Codas Vuyk, the development already shows a strong market response.
Years of work, dreams, and determination

During the groundbreaking ceremony, emotion is as present as engineering plans. CIVIS CEO Kevin Bendlin speaks openly about what the moment represents. He says the project is not just another building, but the result of years of work, dreams, and determination.
“I have been dreaming about this since I was 15 or 16. This represents the effort of everyone who worked on this project.” Bendlin describes Aether as the company’s biggest investment to date and a milestone not only for CIVIS, but for Paraguay. “This is the biggest bet the company is making. It shows the strength our country has and the growth it is generating.”
A symbol of growth and national confidence

CIVIS presents Aether as its thirteenth development and designs it as a project with metropolitan impact. The tower combines contemporary architecture, technology, and sustainability. The project includes options ranging from studio units to one- and two-bedroom homes. One of the most distinctive features is the use of Lock-Off technology. This system allows investors to divide a single apartment into two independent units, allowing them to live in one space and rent the other.
For José Serrati, Legal Director at CIVIS, the tower already carries meaning even before it is built.
“For us, Aether represents an icon in the city. Aether will be the third-tallest building in Paraguay. It shows the growth Paraguay is experiencing. Paraguay has had sustained growth for many years, with a stable economy and low inflation compared to the region. That is why people are investing here, just like we are.”
Aether: A vertical ecosystem of wellbeing

CIVIS designs Aether as more than a residential tower. The project follows a concept described as “Wellness Architecture”, with over 2,200 square metres dedicated to amenities and shared spaces. The project also features social and recreational spaces, areas designed for work, creativity, and meetings, and spaces that encourage community and connection.
The building will also include a restaurant, a home cinema, a chapel, and a semi-Olympic swimming pool. Serrati highlights the scale of what the building offers.
Golf simulator area
The building also includes six climate-controlled barbecue areas and a restaurant on the ground floor. Among the most surprising features, Serrati mentions a golf simulator area. At first, he admitted, he was unsure about the idea. But clients quickly reacted with enthusiasm. “People were surprised to have a place to practise their golf shots without leaving the building. Normally, they would have to travel far to do that.”
A tower that carries emotion and meaning
While the numbers and features are impressive, Bendlin keeps returning to the emotional significance of the project. For Bendlin, the name Aether itself carries meaning. He describes it as a concept that rises above the everyday. It represents elevation, perspective, and the desire to aim higher.
“We are pushing the limits of engineering and architecture in our country. And we are doing it with Paraguayan talent. There is an illusion, a hope that as a country we can move forward. This tower represents that.”


A defining moment for Asunción’s skyline
With 50 floors, approximately US$25 million investment, and hundreds of residential units, Aether stands among the most significant developments currently underway in Paraguay’s capital. The building’s scale and location position it as a landmark that reflects Asunción’s rapid transformation. Bendlin believes the tower also demonstrates local capability. “Paraguayan architects designed this product. It proves we are at the level of buildings in cities like Buenos Aires or São Paulo.”
CIVIS plans to deliver the project in 2029 as part of a broader expansion strategy that includes new developments in Asunción and southern Paraguay. For those behind it, the goal is clear. The tower should stand as a lasting symbol of progress, identity, and ambition. Bendlin finally describes the project as a seed for something bigger. “We want to be a small example of how to build the country we want to see. With responsibility, with patriotism, and with heart.”
