With an overall score of 66.5 out of 100, Paraguay sits behind only Uruguay in the region.
The 2026 index evaluates 192 countries and territories, considering factors ranging from affordability and healthcare to safety, taxation and residency options. Paraguay’s position also puts it ahead of several established destinations, including Luxembourg, Austria, Norway, the United Kingdom, Germany and neighbouring Chile. Uruguay ranks 35th globally with 67.4 points, while Chile follows Paraguay in South America at 51st with 65.7.
What makes Paraguay attractive for relocation?
Paraguay’s performance reflects several factors that have increasingly drawn international attention to the country. Rumavi highlights its low cost of living, territorial tax system and relatively accessible permanent residency framework as advantages for foreigners considering relocation.

The methodology incorporates data from organisations and datasets including the World Bank, World Health Organization, World Justice Project and Global Peace Index. Rumavi also uses its own assessments for areas where comparable global data are limited, including visa accessibility, pathways to permanent residency and property rights for foreigners.
Rather than producing only one ranking, the index recalculates the same data according to six different relocation profiles. These cover the general population, retirees, digital nomads, families, entrepreneurs and people prioritising tax efficiency.

At the top of the 2026 Global Relocation Index, Estonia takes first place with 72.8 points. Singapore follows with 72.6, while Malaysia ranks third with 72.0. Portugal and Taiwan complete the global top five. Paraguay’s 44th-place finish nevertheless places it firmly within Rumavi’s “Good” category, which covers scores between 65 and 69.
The result provides another indication of Paraguay’s growing visibility among people exploring international relocation.
