Paraguay’s Ministry of Public Works and Communications (MOPC) has commenced significant works to revitalise General Bernardino Caballero Park, a historic public space in Asunción set to undergo a comprehensive transformation. This initial phase of the project targets key areas, including the Palm Tree Promenade (Paseo de las Palmeras), a future children’s play zone, and the Andrés Barbero entrance.
This initiative is a core component of the broader Urban Resilience Project for the Asunción Coastal Strip. Its primary objective is to restore one of Paraguay’s most important historical parks. The project ultimately aims to enhance its value as a heritage, cultural, and environmental asset for the city and its residents. Consequently, the works are designed to deliver improved public spaces for the entire community.
A focus on key park features
The revitalisation work on the Palm Tree Promenade will be extensive. Current plans include the complete renewal of pavements to create safe and attractive walkways for visitors. Furthermore, modern lighting systems will be installed to improve visibility and security after dark. The promenade will also benefit from new urban furniture and carefully considered landscaping to augment its natural beauty and user comfort.
A central element of this first phase is the construction of an entirely new children’s play area. This facility will feature modern equipment designed to be inclusive, safe, and accessible for all children and their families. The goal is to create a dynamic and welcoming space for recreation that meets contemporary standards for public play zones, providing a valuable amenity for the local population.
Enhancing access and preserving heritage
Significant attention will also be given to the restoration of the main portico and the Andrés Barbero entrance. These interventions are designed specifically to improve pedestrian circulation and reinforce overall accessibility into the historic Caballero Park. Simultaneously, the project will renew the urban image of this principal gateway, creating a more welcoming first impression. Crucially, all restoration work will preserve the existing heritage elements, respecting the park’s deep historical and architectural significance.
In parallel with these specific constructions, the project incorporates significant landscaping improvements and the development of green infrastructure. These measures are intended to strengthen the environmental quality of the park. Ultimately, they will provide greater comfort for visitors and solidify Caballero Park’s role as a vital hub for recreation and community gatherings within Asunción.
Phased delivery and project timeline
The Ministry of Public Works and Communications has indicated that the refurbished sectors will be opened to the public progressively. This approach means that residents will not have to wait for the entire project to be finished to enjoy the upgraded facilities. This phased strategy ensures that key parts of the park become available for public use as soon as they are completed and deemed safe.
According to the current schedule, the public will be able to access the revitalised Palm Tree Promenade and the new children’s play area by August 2026. Following this milestone, the restored portico and the improved Andrés Barbero entrance are scheduled to be completed and opened in September 2026. This timeline provides clear and transparent milestones for the project’s initial stage.
Investment and contractual framework
The construction works are being carried out by the firm Tecnoedil S.A. Constructora, under the official contract MOPC N.º 395/2025. The total investment for this phase amounts to ₲61,025,398,565 (approximately US$10 million). This significant sum is financed through a loan from the World Bank.
This contract is part of a wider public call, MOPC N.º 50/2025, which encompasses a broader scope of responsibilities. The call for tenders also covers the executive design for both Phase 1 and Phase 2 of the park’s renewal. Moreover, it includes provisions for the future operation and maintenance management of the entire General Bernardino Caballero Park, ensuring its long-term sustainability and upkeep following the completion of the revitalisation works.
