2025 Ministries Expo is a year-long government initiative led by Paraguay’s Ministry of Labour, Employment and Social Security (MTESS). It focuses on connecting citizens with public services, employment opportunities, and skill development programmes. The expo emphasises formal job placement, reducing informal employment, and supporting economic recovery through public-private partnerships. It includes targeted events like job fairs (Expo Empleo) held in various locations.
The programme aims to bridge job seekers with formal-sector employers, promoting skills such as effective communication, teamwork, basic digital tools (e.g., Microsoft Word and Excel), and bilingualism—particularly in demand for sectors like digital services and call centres. It targets diverse profiles, from entry-level workers to experienced professionals, including those in urban and rural areas. By facilitating direct interviews and pre-registrations, it seeks to achieve 50-70% effective job placement rates.

A record achievement in Paraguay’s labour history
Earlier this year, MTESS celebrated a record achievement in Paraguay’s labour history. By the end of July, the country had reached a total of 805,793 registered formal jobs. This milestone confirmed that in less than two years, a job growth of 98,155 workers have been incorporated into the general regime of the Social Security Institute (IPS). Paraguay’s unemployment rate fell to 5.6%, the lowest figure recorded since 2017.
