Paraguay Blockchain Summit 2025 In Asunción: Where The Future Meets

A wave of innovation ran through the Asunción Sheraton Hotel, where a mix of tech pioneers, authorities, developers, and enthusiasts ignited Paraguay’s blockchain journey. On 11 August, 2025, experts discussed cryptoassets, regulation, and Paraguay’s technological future at an event graced by prominent figures. Hosted by Fernando Arriola, Joaquín Morinigo, and César Astigarraga, Paraguay Blockchain Summit 2025 marked a milestone for the nation’s tech scene.

The inaugural Paraguay Blockchain Summit was a day event full of conferences, panels, and networking. Guests enjoyed breakfast, lunch, and a lively after-party to complete the experience.

“Paraguay has all of the ingredients it takes to be a blockchain hub in the centre of South America,” stated Cripto PY’s Joaquín Morinigo.

The goal of positioning Paraguay as a tech hub

Since early morning, the Sheraton halls echoed with Spanish and English conversation, a reflection of the variety of participants and prospective investors. Morinigo refreshed their memories about Paraguay’s assets: 100% renewable energy, young professionals, the industrial sector, and minimal taxes.

“Our idea is to position Paraguay as a technological hub. We have everything to do it,” he stated.

Fernando Arriola highlighted foreign investment, together with public-private sector cooperation. He recognised the contribution of institutions like ANDE, REDIEX, SEPRELAT, and the National Directorate of Tax Investments (DNIT). Paraguay, he argued, could be recognised as a safe and attractive hub for cryptocurrency mining, and associated ventures.

César Astigarraga, President of the Chamber, reinforced the message: “This event demonstrates that the private sector, the public sector, and foreign investment can complement one another so Paraguay can be a regional leader.”

Stablecoins, and regional success stories

Later panel discussions covered the usage of cryptocurrencies and stablecoins in Latin America. Binance officials discussed how stablecoins allow 24/7 payments, reduce remittance charges by billions, and provide more lucrative passive income products compared to banks.

El Salvador, the first country to regulate digital assets, set the regional standard. With 400 million global users, Tether reported that most of them are located in emerging economies such as Latin America, Africa, and Southeast Asia.

Guiding Paraguay into blockchain

The summit also had companies building the ecosystem. HIVE Digital Tech, operating 300 MW in Paraguay, is generating educated employment and planning for regional development. X4T, led by Nicole Cobelli, is right now the largest crypto exchange house, offering services from accounts to wallet security training.

Other contributors included Exness, an international trading broker, and VISA VIT VALUE, a hybrid payment services that combine cryptocurrency and fiat finance. Hive Blocks offers a decentralized platform for paying creators of Web3 content, and Penguin Academy educates in programming and blockchain fundamentals. PROSEGUR Crypto specialises in secure cryptoasset storage services.

Community and education as drivers

Diego García, Vice-President of Fintech Chamber, highlighted the importance of education for mass adoption. “Do not be afraid of cryptocurrencies or blockchain. Learning how to use a smartphone was difficult at first, but second nature afterwards,” he advised.

The Penguin team highlighted that the applications of blockchain extend beyond cryptocurrency, including uses in public data and government infrastructure. Such applications, they noted, would enhance transparency and operational efficiency on a national scale.

ANDE’s view at Paraguay Blockchain Summit 2025

Félix Sosa, President of ANDE, Paraguay’s national electricity administration, drew attention by saying: “Without electricity, nothing is possible. Currently, Paraguay boasts over 730 MW of demand for this activity, and we might have 1 GW in a few months from now.”

This measure, he further explained, is crucial to being able to provide industrial-scale blockchain operations in the country.

Highlighting regulations

Among the contributors was the National Director of Tax Revenues, Óscar Orue. He reviewed three decades of budgetary growth and highlighted having a clear legal backdrop for cryptoassets. From 2026, he stated, wallets and transactions in cryptocurrencies need to be reported.

Orue distinguished crypto mining as a business and the application of crypto for payment, arguing that the two must be regulated separately. He warned against the industry being mobilized for illicit purposes, reiterating that transparency and public–private partnerships must exist.

Paraguay: “A country of opportunity”

The Blockchain Summit was the first event in the Asunción Tech Summit. The series includes Asunción Tech Connect, Capace Talk, and FinTech Day. This first conference was not just a day of conventions and networking; it was a turning point for Paraguay’s road to innovation.

“Paraguay is a country of opportunities, and is bound to succeed,” Orue concluded. Paraguay Blockchain Summit 2025 proved that, with clean energy, talent, open regulation, and strong partnerships, the country can be a blockchain regional hub. Like with the technology itself, each block will build upon the last, towards an increasingly connected, secure, and inclusive future.
