Paraguay has introduced a new free bus travel card that allows people with disabilities to use metropolitan buses. The system was officially launched by the Ministry of Public Works and Communications (MOPC) and the National Secretariat for the Rights of Persons with Disabilities (SENADIS). The initiative aims to improve accessibility in public transport by simplifying the process for passengers who qualify for the benefit.
The new card is integrated into Paraguay’s electronic ticketing system and automatically activates from its first use, removing the need for additional procedures before passengers can access free journeys. Authorities say the measure will make public transport more inclusive while reducing administrative barriers faced by people with disabilities. SENADIS is responsible for verifying eligibility, processing applications, and issuing the cards.
Thousands of journeys already registered
According to official data, the free travel system has already recorded more than 59,000 validations through Paraguay’s national electronic ticketing platform. In 2025, users registered 41,220 journeys, while a further 18,290 trips were recorded between January and July 2026.
Authorities estimate that around 7,000 additional cards will be issued in the coming months, allowing more people with disabilities to benefit from free public transport. The expansion comes as demand for the service continues to grow. To support the increase in applications, MOPC and SENADIS have developed a new online platform to improve communication between both institutions. The digital system is expected to speed up certification processes and make the distribution of new cards more efficient.
Technical tests carried out with the companies responsible for Paraguay’s electronic bus payment platforms confirmed that the new cards are compatible with both existing systems. These include EPAS S.A.’s Jaha platform and TDP S.A.’s Más system, allowing users to access the benefit across different bus operators. The integration means passengers no longer need separate procedures depending on the transport provider they use. Instead, the card functions as a single access point for free travel within the metropolitan transport network.
More accessible public transport
Beyond its technological improvements, the initiative represents a broader effort to strengthen mobility rights for people with disabilities in Paraguay. By removing transport costs and simplifying access, authorities hope to encourage greater independence and participation in everyday activities. The introduction of the card also responds to longstanding concerns about accessibility and equal treatment within public transport services.
Officials highlighted that ensuring inclusive mobility is an essential part of building a transport system that serves all citizens. With the new electronic card, Paraguay takes another step towards integrating accessibility into its public services, using digital tools to guarantee that legal rights translate into practical benefits for passengers.
