Paraguayan President Santiago Peña has officially inaugurated the renovated facilities of the Permanent Executive Secretariat of the Conference of American Armies (CEA). This event marks a significant step in the country’s preparations to assume the presidency of the continent’s primary forum for military dialogue and cooperation. The modern and functional infrastructure at the CEA headquarters will support Paraguay’s activities during the XXXVII Cycle, which runs from 2026 to 2027.
This will be the first time that Paraguay has held the prestigious presidency. The infrastructure project involved comprehensive maintenance, repairs, and the acquisition of new equipment. Notably, it was financed entirely with the institution’s own resources. The renovated headquarters will now serve as a strategic hub, facilitating coordination between member countries, representatives, observers, and other organisations linked to regional military cooperation within the CEA.
A new era in military diplomacy
By leading the CEA, the main continental mechanism for dialogue and coordination between land forces, Paraguay reaffirms its growing prominence in military diplomacy. The position also consolidates its leadership in regional efforts concerning cooperation and hemispheric security. Moreover, this leadership role will allow for the in-depth analysis of challenges in defence and strategic security.
With Paraguay as the principal host nation, the presidency will also foster the exchange of experiences and strengthen the bonds between the continent’s armies. The new facilities are designed to support these high-level discussions and collaborative efforts, positioning the country at the centre of regional defence policy for the duration of its term.
An event steeped in national history
The inauguration ceremony was held in a context of great national significance, coinciding with the commemoration of Paraguayan Army Day and Commander-in-Chief Day. These occasions pay tribute to the memory of Marshal Francisco Solano López. During the ceremony, the Commander of the Army, General Manuel Rodríguez, delivered a speech honouring the nation’s military heritage.
“We pay homage to those who forged our homeland, serving it with self-denial, honour and valour,” General Manuel Rodríguez expressed during his address. “We remember with special gratitude and affection our meritorious ex-combatants of the Chaco and the greatest hero of our nationality, Marshal Francisco Solano López, as well as Marshal José Félix Estigarribia, the victorious leader of the army in the field, a permanent example of leadership, professional preparation and strategic vision.”
The general also highlighted the commencement of construction on the new Military Academy, an investment designed to enhance the formation and preparation of future officers for the Paraguayan Army. He also noted the importance of hosting foreign military representatives through the CEA, which strengthens international ties and promotes shared understanding.
Recognising international cooperation
A key part of the ceremony was the presentation of the “Marshal José Félix Estigarribia” Order of Merit of the Army. The award, in the grade of Gran Cruz, was conferred upon three distinguished foreign military leaders. This act recognised their significant contributions to regional military cooperation.
The recipients were Lieutenant General Oscar Zarich, Chief of the General Staff of the Army of the Argentine Republic; General of the Army Oswaldo Calle Talledo, Commanding General of the Army of the Republic of Peru; and Divisional General Héctor Alarcón, Commanding General of the Army of the Plurinational State of Bolivia.
The distinction was awarded in recognition of their outstanding professional careers and their contribution to strengthening the bonds of cooperation, integration, and friendship between their respective armies and the Paraguayan Army.

President Peña also commented on the occasion at the CEA headquarters through his social media channels, paying homage to the enduring legacy of the nation’s armed forces.
“We pay a profound tribute to the glorious Paraguayan Army and commemorate the immense legacy of our greatest hero, Marshal Francisco Solano López. This institution was born with the Fatherland itself and continues to be a fundamental pillar for the country, always firm in its commitment to defend sovereignty and serve all Paraguayans with absolute dedication.”
