Paraguayan passport holders can travel across much of Latin America and Europe without obtaining a traditional tourist visa in advance. In 2026, Paraguayans travel visa-free to dozens of destinations, including neighbouring South American countries, most of the Schengen Area and destinations as far away as Japan. International passport rankings also place Paraguay among the stronger passports in Latin America.
However, visa-free travel does not always mean travellers can simply arrive without completing any formalities. Some destinations require an Electronic Travel Authorisation (ETA), arrival card or another form of pre-travel registration.
How strong is the Paraguayan passport in 2026?
Two major international rankings measure the strength of the Paraguayan passport, although their methodologies differ. According to the latest Henley Passport Index, Paraguay ranks 29th globally, with access to 145 destinations without obtaining a visa in advance. Meanwhile, Arton Capital’s Passport Index ranks Paraguay 28th, with a Mobility Score of 140 destinations.
Arton Capital divides that score into different entry categories: 86 destinations are strictly visa-free, 46 offer visas on arrival and eight require an Electronic Travel Authorisation (ETA). Henley uses a broader measure of destinations accessible without obtaining a visa before departure, explaining why the two rankings produce different totals.
These figures should therefore not be interpreted as contradictory. Instead, they demonstrate how passport mobility can be measured differently depending on whether visas on arrival, ETAs and other entry arrangements are grouped with traditional visa-free access.
Where can Paraguayans travel visa-free?
Under Arton Capital’s stricter classification, holders of an ordinary Paraguayan passport can enter 86 destinations without a visa. The permitted length of stay varies between destinations, meaning travellers should always verify the conditions applying to their particular journey. The destinations classified as visa-free include:
South America
Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Peru, Uruguay and Venezuela.
North America, Central America and the Caribbean
Bahamas, Barbados, Belize, Costa Rica, Dominica, El Salvador, Guatemala, Haiti, Honduras, Jamaica, Mexico, Nicaragua and Panama.
Europe
Albania, Andorra, Austria, Belgium, Bosnia and Herzegovina, Bulgaria, Croatia, Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Georgia, Germany, Greece, Hungary, Iceland, Ireland, Italy, Kosovo, Latvia, Liechtenstein, Lithuania, Luxembourg, Malta, Moldova, Monaco, Montenegro, the Netherlands, North Macedonia, Norway, Poland, Portugal, Romania, Russia, San Marino, Serbia, Slovakia, Slovenia, Spain, Sweden, Switzerland, Türkiye, Ukraine and Vatican City.
Asia and the Middle East
Hong Kong, Japan, Mongolia, the Philippines, Taiwan and the United Arab Emirates.
Africa
Botswana, Mauritius and South Africa.
Oceania and the Pacific
Fiji, Kiribati and Micronesia.
Other destination
Palestinian Territories.
These 86 destinations should not be confused with the broader mobility scores of 140 destinations from Arton Capital and 145 from Henley. The higher totals include other forms of simplified entry, depending on each index’s methodology.
Europe opens many doors for Paraguayans
Europe represents one of the strongest areas of mobility for Paraguayan passport holders. Popular destinations including Spain, France, Germany, Italy, Portugal, Switzerland and the Netherlands can be visited without obtaining a traditional short-stay visa in advance.
For countries within the Schengen Area, travellers must pay particular attention to the length of their stay. Visa-exempt visitors are generally limited to 90 days within any 180-day period across the Schengen Area. That means the allowance is not renewed simply by crossing from one Schengen country to another. A traveller spending time in Spain, France and Italy, for example, must calculate those days as part of the same overall allowance.
The United Kingdom is different. Paraguayan nationals do not need a conventional visitor visa for a short visit, but they must obtain an Electronic Travel Authorisation (ETA) before travelling. The British Government includes Paraguay on its official list of nationalities subject to the ETA requirement. An ETA can be used for visits of up to six months, subject to the UK’s immigration rules.
Japan: A recent addition to visa-free travel
Japan is one of the most significant recent additions for Paraguayan travellers. Since 1 June 2025, Paraguayan citizens holding an ordinary IC passport have been able to enter Japan without obtaining a visa for short stays of up to 90 consecutive days. The measure followed a meeting between Paraguayan President Santiago Peña and Japanese Prime Minister Shigeru Ishiba in May 2025. Japan said the exemption was intended to encourage cultural, business and people-to-people exchanges between both countries.
There is an important condition. Japan specifies that the exemption applies to Paraguayan nationals holding an ordinary ePassport compliant with International Civil Aviation Organization standards. Those without an eligible electronic passport must obtain a visa in advance.
Visa-free does not always mean paperwork-free
Electronic travel systems are increasingly changing what it means to visit a country without a visa. Some destinations may require electronic authorisations, arrival cards or online registrations before departure or arrival. Passport Index, for instance, currently places Israel, Kenya, South Korea, Saint Kitts and Nevis, Sri Lanka and the United Kingdom among destinations requiring an ETA or comparable electronic permission for Paraguayan passport holders. Other countries provide an eVisa or visa on arrival instead of completely visa-free access.
Overall, Paraguayans travel visa-free to a considerable number of destinations in 2026, particularly across South America and Europe. Depending on how simplified entry is measured, the country’s passport provides access to 140 destinations under Arton Capital’s Mobility Score and 145 under the Henley Passport Index without obtaining a traditional visa in advance.
