Construction is underway on the infrastructure for Asunicón’s new Bañado Tacumbú neighbourhood, a project spearheaded by Paraguay’s Ministry of Public Works and Communications (MOPC). The development is expected to encompass approximately 60 blocks and house around 2,500 families. After the start of construction in June, the project entered its second phase.

Initial phase, and future planning
In this second phase work is progressing on the installation of piping for sewage, drainage, and potable water, as well as paving and electrical infrastructure, according to engineer Luis María Pereira.
The first phase involved the filling of the land, incorporating planning measures to mitigate the adverse effects of climate change, such as flooding. This proactive approach aims to address the historical flooding issues that have previously impacted local homes.
“We are creating the necessary infrastructure to enable people to build their homes, connect utilities, and move in,” Pereira told Radio Nacional del Paraguay.
A first for Asunción
This project represents the first neighbourhood of this scale in Paraguay’s capital to be developed in phases. The ongoing construction provides numerous employment opportunities for local residents, many of whom have received construction training. Pereira reported that approximately 50 workers are currently employed. For the higher-risk subsequent phases, he anticipates a workforce of up to 400.
Funding and timeline
“We are in line with the expectations of the people and the administrators, such as the MOPC,” Pereira stated. “Funding is secured to complete the project, so there should be no problems in completing it as quickly as possible. The aim is to begin before our contractual deadline, thus allowing for subsequent phases and accelerating the overall timeline. This is a long-awaited opportunity for many.”
Pereira also noted that other initiatives for the area are underway, including the project for the recovery of degraded ecosystems in the Yrupé lagoon.
