Paraguay has launched RETSA PY, a new socio-environmental traceability system aimed at strengthening the country’s beef and leather export sectors. The initiative is led by the Ministry of Industry and Commerce and seeks to improve access to international markets, including the European Union. The platform is designed to enhance transparency across the cattle value chain. The system also supports compliance with emerging sustainability requirements in global trade.
Strengthening export competitiveness and sustainability
RETSA PY, or the Registry of Establishments with Socio-Environmental Traceability, was presented as a tool to improve competitiveness in Paraguay’s livestock sector. It focuses on cattle production linked to meat and leather exports. The system aims to provide verifiable traceability data on production processes and environmental conditions. Officials stated that this will support compliance with European Union Regulation 1115/2023 on deforestation-free products, known as the EUDR, which will apply from 31 December 2026.
During the official presentation, government representatives described the initiative as part of broader efforts to modernise export systems. The platform is intended to support producers in meeting international standards. The new system also seeks to reinforce Paraguay’s position in premium export markets.
RETSA PY: Digital platform and institutional integration

The system operates through a digital platform that registers production units and integrates data from public institutions. The platform generates traceability certificates that provide verifiable information on the origin of products. This structure is designed to simplify socio-environmental verification processes for exporters and producers.
According to officials, RETSA PY builds on existing national systems, including the Animal Traceability System (SITRAP) and the Paraguayan Animal Identification System (SIAP). The National Animal Health and Quality Service (SENACSA) has implemented identification processes covering more than four million cattle. This represents around 30% of the national herd. Authorities stated that this database supports the development of the new traceability platform.
Industry perspectives and market expectations
The launch of RETSA PY included participation from public institutions, private sector representatives, and civil society organisations. Stakeholders discussed the potential impact of the system on international market access and production standards.
Representatives from producer associations highlighted the importance of maintaining competitiveness while adapting to new requirements. The President of the Paraguayan Rural Association (ARP) emphasised the role of public-private cooperation in sustaining export growth. Industry chambers representing beef and leather sectors noted that the system could create new opportunities, although it may require further investment in technology and efficiency.
The implementation of RETSA PY forms part of a wider state strategy to strengthen key export sectors through improved traceability, transparency, and sustainability standards.
