Major Traffic Diversion In Luque For Drain Construction

Paraguay’s Ministry of Public Works and Communications (MOPC) has announced a significant temporary road closure in the Luque area, near Asunción. From Thursday, 25 June, Capitán Ávalos street is closed at its intersection with General Elizardo Aquino Avenue for approximately 15 days. The closure is necessary to facilitate the construction of a new transversal drain, a critical component of a larger infrastructure project.

Officials have confirmed that while Capitán Ávalos street will be inaccessible at the junction, General Elizardo Aquino Avenue will not be affected by the works. Consequently, this major thoroughfare will maintain its usual traffic flow, minimising disruption for many commuters. The construction schedule is, however, dependent on weather conditions, with potential for delays in the event of inclement weather.

Details of the infrastructure project

These works form an integral part of the ongoing expansion of departmental route D025. This major project aims to improve regional connectivity and enhance the capacity of the local road network. The installation of the transversal drain construction is a crucial step in modernising the area’s infrastructure, designed to improve stormwater management and prevent flooding on the road surface, thereby increasing the durability and safety of the new highway.

The project is being executed by the contractor Benito Roggio e Hijos S.A., a company undertaking the physical construction. Funding for this significant public work is provided by the Itaipú Technological Park Foundation – Paraguay, with the Ministry of Public Works and Communications providing supervision and oversight to ensure the project meets all required standards and is completed efficiently.

Traffic management and public safety

To maintain vehicular flow and ensure the safety of both drivers and construction personnel, a comprehensive traffic diversion plan will be implemented. During the 15-day closure period, all traffic will be rerouted via Adrián Jara and Mayor Tomás Rufinelli streets. This diversion will be managed and regulated by the Patrulla Caminera (Highway Patrol), who will be present on-site to guide motorists and maintain order.

The Ministry of Public Works and Communications has issued a strong appeal to all drivers to exercise caution when travelling through the affected area. Motorists are urged to reduce their speed and pay close attention to the instructions provided by flaggers and the extensive safety signage that has been installed. These measures are essential for preventing accidents and ensuring the works can proceed without incident.

Public information and enquiries

The ministry has emphasised its commitment to keeping the public informed about the progress of the project. Understanding that such works can cause inconvenience, officials have established a dedicated telephone line for any public enquiries or concerns related to the road expansion. Citizens seeking further information can contact the project team directly on 0985 203 381.

This communication channel aims to provide clarity and address any questions residents or commuters may have about the duration and impact of the construction.
