On Monday, 7 September 2026, The Asunción Times’ Investing in Paraguay Forum returns to the Holiday Inn Express hotel in Asunción. The Forum events bring together expert panellists to examine different topics within the broader framework of investing in Paraguay more generally.

This edition of the Investing in Paraguay Forum will explore the opportunities, risks, and rewards of the three stated investment sectors which qualify for immediate permanent residency via the new Paraguay Investor Pass: Paraguay’s stock market, real estate, and tourism sectors.

Via the Paraguay Investor Pass, international investors can obtain immediate permanent residency in Paraguay by investing at least US$150,000 in approved tourism projects, or US$200,000 in real estate or local exchange-listed securities. This option skips the usual two-year temporary residency period required of other applicants.

For clarity, this Forum is specifically about the investment sectors that qualify for the Paraguay Investor Pass – it is not about the residency program itself, and so is relevant to everyone considering investing into Paraguay, regardless of their nationality or residency status. Attendees will leave with new knowledge, new contacts, and a much deeper understanding of what investing in these sectors of the Paraguayan economy could mean for international investors.

For this third edition of The Asunción Times’ Investing in Paraguay Forum, doors open at 18:00, with the panel discussion beginning promptly at 19:00. After around 90 minutes of expert conversation and audience questions, attendees will have the opportunity to network over drinks (included with the ticket). The Forum will be conducted entirely in English.

Meet the experts

This edition of the Investing in Paraguay Forum brings together three specialists with different perspectives on Paraguay’s investment landscape. Their expertise covers financial markets, government policy, and real estate risk management.

Manuel García

Manuel García is a Director of IMAP Paraguay and specialises in M&A, strategic advisory, and corporate finance across Latin America. He brings broad knowledge of the Paraguayan financial sector and the opportunities emerging as the country’s financial markets modernise. With extensive experience in equity, debt, and acquisition strategies, as well as many years of experience in Paraguayan capital markets, García provides deep insights into how things work in Paraguay, and how investors can participate.

His approach combines financial analysis with practical guidance for companies entering the Paraguayan market. Attendees can expect insights into the financial opportunities surrounding the Paraguay Investor Pass and the wider evolution of Paraguay’s investment environment, as the country aims to move from being predominantly a private equity market to one with an established stock market.

Federico Sosa

Federico Sosa is an economist and political scientist with more than 20 years of professional experience across private institutions, NGOs, embassies and multilateral agencies. Sosa previously served as Director of Investment Attraction at Paraguay’s national investment-export promotion agency REDIEX between 2019 and 2024, giving him detailed knowledge of the Paraguayan Government’s investment strategy and its objectives for the new Paraguay Investor Pass.

He has also served as Director General of Open Government at the Technical Secretariat of Planning, now part of the Ministry of Economy and Finance. Sosa works as an international investment promotion consultant and Country Manager for several foreign direct investment projects.

Matt Johnson

Matt Johnson approaches real estate investment through the lens of risk. In 1996, Johnson began two careers in Washington, D.C.: risk management and real estate. His work in risk management focused on information security and infrastructure defence, where he managed security for trusted systems and served as Chair for Infragard NCR and US Signals, both organisations involved in critical infrastructure protection.

Years later, his focus shifted towards real estate in Latin America. Johnson began as a real estate investor in Argentina before expanding his activities to Paraguay.

Since 2014, he has provided consulting services in Paraguayan real estate. He founded Ops 01, a consulting company that assists international investors in taking property positions in Paraguay and managing risk during real estate transactions.

Johnson has also written publications designed to help foreign investors navigate the risks involved in purchasing property in the Paraguayan market. At the Forum, his perspective will be particularly relevant to anyone considering real estate as part of the Paraguay Investor Pass.

What will the Forum cover?

The new Paraguay Investor Pass has generated considerable interest among international investors looking for opportunities in a country that continues to attract foreign capital. The Forum will explore the programme’s sectors, practical opportunities, and potential risks for investors.

Questions from the audience will form an important part of the evening. With panellists bringing experience from government investment promotion, corporate finance and real estate risk management, attendees will be able to approach questions the sectors targeted by the Paraguay Investor Pass from several different angles.

The discussion will be followed by networking and drinks, providing an opportunity to continue conversations with the panellists, investors, entrepreneurs, and other attendees.
