Paraguayan State Revenues Up 20% In 2024; 10% Growth Expected In 2025

Paraguayan tax and customs collection, managed by the DNIT, closed 2024 with an increase of around 20%, above the 7% estimates provided for in the 2024 General Budget of the Nation (PGN). For next year’s Budget, estimates are 7% to 8%.

However, this is a conservative estimate and the aim is to exceed a 10% increase, said the director of the National Tax Revenue Directorate (DNIT), Oscar Orué.

It will depend on the performance of the economy, but given the expectations of economic growth, there will also be an increase in tax collections, he said in an interview with state media.

This year 2024 closes with almost USD 1 billion in revenue since the creation of the DNIT, in August 2023. With this, “what was planned for 2024 was largely achieved,” he said. The main changes with the creation of the tax collection agency were the improvement of customs controls, combating undervaluation schemes.

Paraguayan state revenues: Challenges for 2025

For the DNIT, the main challenge for 2025 will be to increase the number of taxpayers who use electronic invoicing, a measure that allows for better controls.

“We are betting on three pillars: the use of technology, general controls, and formalisation. Electronic invoicing is something we will continue to focus on,” he said.

The initial goal after the creation of the DNIT – the result of the merger between the Customs Directorate and the State Undersecretariat of Taxation (SET) – was to have USD 400 million more in revenue by the end of 2024. This objective was surpassed in April and by December 20, the numbers indicate a growth of USD 948 million in revenue.
