Fast Access Route To Asunción Project Began Foundation Drilling

On 19 February 2026, the first drilling works began for the foundations of a 3.6-kilometre elevated motorway in Luque. The viaduct will form part of a fast access route to Asunción from the PY02 highway. According to the Ministry of Public Works and Communications, the project will generate more than 1,500 direct jobs. Moreover, it is expected to benefit over two million Paraguayans. It is currently the largest viaduct under construction in Paraguay.

A historic step for national infrastructure

Paraguay’s Minister of Public Works verified the start of the works on site. She described the project as a turning point for national development. She also stressed that it is “a 100% Paraguayan project”, executed by national labour. In addition, she highlighted its role in addressing mobility challenges in Asunción and Greater Asunción. The project forms part of the Government’s broader urban infrastructure strategy for faster access routes to Asunción.

“The large number of Paraguayans who live in the central area deserves to travel safely and efficiently,” the Minister added. “They deserve quality public transport, and that is what we are delivering.”

Furthermore, the minister emphasised that the elevated motorway will coexist with the planned suburban rail project. The old railway line in the area will be fully modernised. A first-class electric train is expected to complement the new road infrastructure. As a result, daily mobility should improve with minimal disruption to residents.

Engineering details

The initial drilling works are taking place in the area of Wenceslao Martínez near Hermenegildo Delgado, close to Avenida Corrales. These works follow the completion of technical concrete tests and the assembly of steel reinforcement bars. The bars will form the structural columns of the viaduct.

In total, 233 large-scale piles are planned. These will constitute the deep foundations of the structure. Regarding employment, more than 1,500 people will work directly on the project during its three-year construction period. According to official estimates, over 2.1 million Paraguayans will ultimately benefit. Authorities describe the viaduct as both a symbol of progress and an icon of national development.

More new fast access routes to Asunción

The elevated motorway forms part of a new Structural Road Network comprising two strategic corridors. The first corridor will begin at kilometre 41 of the PY02 highway. It will improve accessibility from Ypacaraí, Patiño, Areguá, and Luque. Meanwhile, the second corridor will start at kilometre 43, to optimise access from San Bernardino.

The project is being overseen by Rutas del Este, concessionaire of the PY02 highway. The company will also manage the road network’s operations and maintenance. This long-term responsibility aims to guarantee functionality and sustainability. Ultimately, the initiative seeks to deliver safer and more orderly traffic conditions. As urban growth continues around Asunción, infrastructure projects to improve fast access routes to Asunción are increasingly central to the country’s development agenda.
