Paraguayan Teachers And Public Workers Now Benefit From Che Róga Porã Programme

Teachers and administrative workers of the Ministry of Education and Science (MEC) across Paraguay are now beneficiaries of national housing benefits. The “My Nice House” programme (Che Róga Porã in Guarani, Paraguay’s second official language). The agreement was made to support teachers and public workers in obtaining affordable homes.

Che Róga Porã offers several advantages to beneficiaries beyond simple access to credit. For instance, monthly instalments are comparable to regular rental payments, easing the transition into homeownership. Furthermore, repayments begin only once families have moved into their new homes.

According to MEC, the programme also provides the lowest housing loan interest rates in the market, making ownership more accessible. It is additionally backed by the AFD and the MUVH, ensuring transparency and institutional support for every loan.

A joint commitment

The MEC is the Paraguayan government body responsible for building the country’s national education system. It oversees a labour force of 80,000 workers, which includes educators. Meanwhile, the Ministry of Urban Planning, Housing and Habitat (MUVH) provides housing solutions, prioritising the most vulnerable sectors.

The agreement was therefore signed jointly by both ministries, reinforcing their shared commitment to education and housing. Moreover, it reflects a broader national strategy to connect social policies with long-term urban development.

Housing access for educators

Through this arrangement, efforts are coordinated to raise awareness and simplify procedures for teachers and public officials. Applicants who meet the requirements will access loans to purchase or build their homes. These loans feature favourable terms, including low interest rates and extended repayment periods.

The programme has an operating capital exceeding US$250 million. Funds are distributed through financial institutions across Paraguay by the Development Finance Agency (AFD). The Minister of Urban Planning highlighted this financial backing as crucial for the programme’s sustainability.

Who can apply to the Che Róga Porã programme?

The programme is intended for individuals with incomes ranging from one to five minimum salaries. Consequently, it offers funding of up to 180 current legal minimum wage, around Gs. 521,828,640 (approximately US$ 74,000). Repayment terms extend up to 30 years, with an annual interest rate fixed at 6.5%.

“This agreement will benefit many teachers across the Republic. We will therefore visit their communities to explain this project and its growth opportunities,” said MEC Minister Ramírez.
