Asunción Hosts FIA Congress As Paraguay Gears Up For World Rally Championship

The Fédération Internationale de l’Automobile (FIA), the global governing body for motorsport and the federation for mobility organisations worldwide, will be in Paraguay’s captial Asunción from 25 to 28 August, 2025, for the annual FIA American Congress. The event will set the stage for a historic moment in Paraguayan motorsport as the country debuts on the FIA World Rally Championship calendar with the WRC Rally del Paraguay taking place in the Itapúa region from 28 to 31 August.

Bringing together mobility, and motorsport leaders

The annual FIA American Congress, officially opened by Paraguayan President Santiago Peña and hosted by the Touring y Automóvil Club Paraguayo (TACPy), will bring together mobility and motorsport leaders from across the Americas. They will discuss key initiatives in road safety, sustainable mobility, regional sporting growth, and innovation in transport, with the FIA President Mohammed Ben Sulayem in attendance.

The theme of this year’s FIA American Congress will be Safe Mobility and Motorsport in the Americas’ with the programme addressing four key areas. Those are road safety and traffic education, innovation and new technologies in mobility, global motorsport growth, and the role of automobile clubs in social transformation.

Speaking ahead of his visit to Paraguay, FIA President Mohammed Ben Sulayem said: “I am delighted to be joining our members and partners in Asunción for the FIA American Congress 2025. I look forward to meeting with President Peña to discuss our combined efforts to drive global motorsport participation and safe, accessible mobility.”

What does the FIA do?

Founded in 1904, the FIA oversees international motorsport events like Formula 1, the World Rally Championship (WRC), and Formula E, setting rules, safety standards, and technical regulations. Additionally, the FIA promotes road safety, sustainable mobility, and innovation in transport through its network of member organisations across over 140 countries. Headquartered in Paris, the organisation plays a key role in advancing both competitive racing and global automotive policies.

Within the FIA there are four Mobility Regions and 6 sport zones. The American Congress in Asunción will welcome FIA Regions III and IV which are comprised of Member Clubs from across the Americas. The global FIA Membership is comprised of 245 clubs across 149 countries, connecting over 80 million members.

The FIA Member Club

The FIA Member Club structure forms the backbone of the federation’s governance and operations, with each full Member Club holding voting rights across the FIA’s elections and regulatory decisions. Clubs are grouped into two primary categories, with some serving in both roles:

  • Mobility Clubs – provide mobility services and represent the interest of road users, with a focus on road safety, travel and tourism, consumer rights, and sustainable mobility
  • National Sporting Authorities (ASNs) – govern and develop motorsport at a national level, are responsible for sporting events, issuing licenses, and engagement across regulations.
