Che Róga Porã 2.0 Housing Programme Reaches More Families, Opportunities For Paraguayans Abroad

With the inauguration of 33 new homes in the Central Department, the Paraguayan government has announced a significant expansion of the Che Roga Porã 2.0 housing programme. The initiative will now extend eligibility to households earning up to six minimum salaries (Gs. 17.394.288, approximately US$2,500 ). The update aims to allow a broader segment of middle-income families to access affordable financing for their first home. Earlier in 2025, the programme was made available to teachers and public workers.

Under the updated criteria, families may apply for subsidies for properties valued at up to Gs. 608 million (approximately US$87,000) . The subsidies are an increase from the previous limit of Gs. 525 million (approximately US$75,000). This expansion widens the programme’s scope, allowing beneficiaries to purchase finished homes, duplexes, apartments, off-plan properties, or land with construction included.

Opportunities for Paraguayans living abroad

The new phase, Che Róga Porã 2.0, also extends eligibility to Paraguayans residing abroad, including migrants living in the United States, Spain, and Argentina.

“We want Paraguayans who currently work outside the country to be able to invest in their homeland and enjoy the peace of mind that comes with owning a home in Paraguay. We want the money they send to their families every month to translate into progress and dignity,” President Peña stated.

Promising investment figures

The Che Róga Porã programme is implemented in coordination with the Development Finance Agency (AFD) and the Ministry of Social Development (MDS). The programme has reshaped Paraguay’s housing policy by strengthening partnerships with private developers and mobilising more than US$100 Million in investments. These efforts have accelerated construction, expanded access to quality housing, and boosted economic activity across the sector.

“When a worker pays their mortgage, they build their wealth and generate employment for bricklayers, plumbers, electricians, and painters. Each home is a chain of opportunities that boosts the Paraguayan economy,” President Peña emphasised.

With this new phase, the government affirms that Che Róga Porã 2.0 consolidates an inclusive and sustainable housing policy. This is aligned with national economic development, creating real opportunities for more Paraguayans to achieve the dream of home ownership.
