The city of Villa Elisa has opened a new public waterfront space along the Paraguay River. The Paseo Costero Virgen del Carmen is transforming a previously underused riverside area into a recreational attraction. The promenade, inaugurated in July 2026 in the Remanso neighbourhood, covers more than 17,000 square metres. The promenade aims to restore public access to Villa Elisa’s riverbank while creating a new space for leisure and sports.
The project represents a major change for a city whose connection with the Paraguay River has historically been limited. Although Villa Elisa has several kilometres of riverfrontage, much of the coastline was difficult to access due to industrial activity and deteriorated infrastructure.
A new space facing the Paraguay River
The development included riverbank protection works and improvements to the surrounding terrain. Also, the construction of new public facilities designed to provide a safer environment for visitors. The promenade features walking areas, green spaces, children’s playgrounds, sports courts, viewpoints overlooking the river, and an open-air amphitheatre with capacity for around 800 people. The area is expected to host cultural activities, concerts, and community events throughout the year. According to local authorities, “the project aims to enhance recreational options in Villa Elisa while promoting economic growth.”
A landmark dedicated to Villa Elisa’s patron saint
One of the promenade’s main features is a large monument dedicated to Virgen del Carmen, the city’s patron saint. The statue, standing approximately 14 metres tall, forms part of the area’s identity and has become a central point during the annual festivities held every July. The promenade’s opening coincided with the city’s traditional celebrations, offering a new venue for religious and cultural gatherings. Visitors can access the Paseo Costero Virgen del Carmen free of charge.
With the Paseo Costero Virgen del Carmen, Villa Elisa joins other cities in the Greater Asunción area investing in riverfront regeneration. The project reflects a broader effort to create accessible public spaces while strengthening the relationship between urban communities and the Paraguay River.
