Paraguay And US Sign Cooperation Agreements On Airspace And Border Security

Paraguay and the United States have signed two significant cooperation agreements aimed at strengthening the security of Paraguay’s airspace and borders. The signing ceremony took place at the Ministry of Foreign Affairs in Asunción during an official visit by the United States Deputy Secretary of State, Christopher Landau.

The agreements, an Exchange of Notes on civil aircraft interception and a memorandum on border security, were signed by Landau and Paraguay’s Minister of Foreign Affairs, Rubén Ramírez. The event marks a deepening of the strategic partnership between the two nations in tackling illicit activities.

Enhancing aerial surveillance

The first agreement establishes a formal framework for cooperation on the interception of civil aircraft. This will allow the two countries to implement coordinated air interception procedures in accordance with their respective national and international laws.

This cooperation is expected to enhance the surveillance of Paraguayan airspace. It will facilitate the exchange of crucial information, including radar data and intelligence, and provide technical assistance. The primary goal of this initiative is to combat drug trafficking and other transnational criminal activities that exploit air routes.

Strengthening points of entry

The second accord, a Memorandum of Intent on Border Security Cooperation, focuses on improving the capabilities of Paraguayan authorities at the nation’s points of entry. A key component of this agreement is the provision of the Personal Identification Secure Comparison and Evaluation System (PISCES) by the United States.

PISCES is a technological tool designed to enhance immigration controls and monitor the movement of passengers. The system uses biometric data to help identify potential threats. In addition to the system, the United States will provide comprehensive training and knowledge transfer to Paraguayan officials to ensure its effective implementation.

During the ceremony, Deputy Secretary Landau emphasised the importance of translating diplomatic commitments into concrete actions. He noted that the agreements possess long-term legal validity, reflecting the dedication of both governments to the partnership.

For his part, Minister Ramírez highlighted the growing strength and maturity of the relationship between Paraguay and the United States. He stated that the signing reaffirms a shared commitment to hemispheric security and the ongoing fight against transnational organised crime. Ramírez concluded that the agreements are a reflection of the political trust and strategic cooperation between the two nations.
