Rodrigo Ruíz Morel Appointed New Head Of The Securities Superintendency

The President of the Republic, Santiago Peña, appointed Rodrigo Ruíz Morel as the new Superintendent of the Securities Superintendency of the Central Bank of Paraguay (BCP), who has extensive academic training and has 14 years of experience in the institution.

The announcement was made on Tuesday at a press conference in Mburuvicha Róga, after the meeting with Santiago Peña.

On this occasion, the Minister of Economy and Finance, Carlos Fernández Valdovinos, highlighted the academic attitudes of Rodrigo Ruíz Morel and, above all, his 14-year career as an official of the Central Bank of Paraguay (BCP).

In turn, the new superintendent thanked the president for his trust. “I take on this challenge with the conviction that the Securities Superintendency will be an agent of change that will accompany the economic development that the country is experiencing,” he said.

In this regard, he announced that his administration will focus on modernisation and technological innovation. To this end, they are working on an information system that will allow them to have timely information for both local and international investors.

“We also want to have an orderly and comprehensive regulatory framework, which goes hand in hand with the bill we are working on, given that the current legal framework for the stock market has around seven laws, the idea is to have a single regulatory body with clear rules for all market players,” he said.

He also spoke of the importance of continuing to invest in institutional strengthening.

Rodrigo Ruíz Morel is a professional with a diverse academic background, having studied at prestigious institutions in England, Germany, the United States, Spain, Mexico, Brazil and Korea. He has a solid foundation in accounting, finance and data science, and is a graduate of Public Accounting from the National University of Asunción, with a Master’s degree in Finance from the University of Leicester in England and currently in the final year of the Master’s in Analytics from the Georgia Institute of Technology in the United States, among other specialised studies in various countries.

Throughout his 14-year career at the Central Bank of Paraguay, he has played key roles in the Superintendency of Banks, supporting the supervision of credit, liquidity and market risks, in addition to leading regulatory initiatives.

Currently, as Superintendent of Regulation and Registries of the Securities Superintendency, he supervises and coordinates the regulatory framework and manages the registration of agents and issuers in the securities market, in addition to ensuring the implementation of advanced quantitative data intelligence models and promoting the adoption of best regulatory practices.
