Construction has officially commenced on the new Taiwan-Paraguay Polytechnic University (UPTP) headquarters. The completion is expected for mid-2027. This marks a milestone in cooperation between both countries to train professionals in high technology fields.
The new campus will cover 20,000 square metres and be located on Ñu Guasu Avenue. Ultimately it will allow the university to double its student capacity, reaching nearly 1,000 students. With this, professors will be able to give classes in optimal conditions.
Taiwan-Paraguay Polytechnic University building for the future
In total, the project will cost US$27 million, according to the UPTP Rector Jorge Duarte. The construction will be carried out through Taiwan’s cooperation, with an investment of US$18 million. The other US$9 million will be allocated to laboratories.
He points out that the construction is expected to be completed by July or August 2027 and that next to the campus, the Digital District, a project led by the Ministry of Technology (MITIC), will also be developed, creating a suitable ecosystem for the growth of high scientific and industrial capacities in the technology sector.
Boosting high-tech education ties
The ceremony was led by the Ambassador of the Republic of China (Taiwan) in Paraguay, José Ching-Chen Han. Present as well were the Minister of Information and Communication Technologies (MITIC) Gustavo Villate, UPTP’s Rector Jorge Duarte, and other officials.
Ambassador Han affirmed that the university will contribute to enhancing the training of high-tech talent. He added that Paraguay has a strong potential to develop other joint projects related to artificial intelligence and data centres.
High quality, inclusive education model
Taiwan-Paraguay Polytechnic University has been operating for almost seven years since 2019 and currently has around 400 graduates. Every year one hundred students are admitted to one of its four degree programmes: Industrial Engineering, Civil Engineering, Electromechanical Engineering, and Computer Engineering.

The teaching staff is composed mainly of lecturers from the National Taiwan University of Science and Technology (Taiwan Tech), one of the most prestigious institutions in that country. All teaching are conducted in English. Students complete the first two years in Paraguay and then a year-and-a-half in Taiwan, with all of the expenses covered by the Taiwanese government.
During their final semester, students undertake an internship, which may be carried out either in Paraguay or Taiwan. A noteworthy fact is that 65% of the student body comes from public schools, demonstrating that the UPTP is aimed at young people with academic merit and a scientific vocation.
