Paraguay Will Host the 18th Ibero-American Social Security Congress In 2025

Paraguay will become the meeting point for Ibero-America’s most important social security event in 2025. The country prepares to host the 18th Ibero-American Social Security Congress in Asunción. The event will take place on 1, 2 and 3 December 2025, bringing together leading authorities, experts and representatives from across the region to discuss the future of social protection systems.

The confirmation took place this October at the headquarters of the Ibero-American Organisation of Social Security (OISS) in Madrid. To commemorate the announcement, a ceremony was held with the Vice-President of the OISS, Ana María Mohedano. Paraguay’s Minister of Labour, Employment and Social Security (MTESS), Mónica Recalde was also present.

During the meeting, the programmatic, technical and logistical aspects of the Social Security Congress were reviewed. The Congress, held every four years, includes statutory meetings of the OISS as well as sessions of the Technical Commission. Within this framework, the formal signing of a collaboration agreement between both institutions took place, formalising the joint organisation of the event.

The Social Security Congress objective

The 2025 meeting will address the main challenges faced by social protection systems in the region amid the constant transformation of the labour market, the rise of artificial intelligence, digitalisation and population ageing.

The Congress will focus on promoting sustainable social security models with greater coverage, based on the exchange of practices and experiences among participating countries. In this context, Minister Recalde, will assume the presidency of the OISS during the Congress.

Focus on improving working conditions

This meeting will be included within the framework of the Social Security Congress. Furthermore, the meeting will provide a space for dialogue, allowing studies and comparisons of experiences between Ibero-American countries aimed at improving the development and performance of social security systems. Discussions will also focus on improving working conditions and fostering labour formalisation across the region.

In addition, the OISS will deliver awards and recognitions to institutions that have not only contributed to better working conditions in the region but have also taken concrete action against poor labour practices. The Paraguayan Ministry of Labour will present the “Paraguay Formal” Awards, designed to recognise Paraguayan companies that stand out for their promotion of decent work, labour formalisation and occupational health and safety in the workplace.

A strategic opportunity for Paraguay

Minister Mónica Recalde highlighted Paraguay’s role as host of this strategic forum: “It will be an opportunity to discuss the challenges of social security, the labour market and demographic changes. It is a highly significant event and we are very pleased to host it in our country,” she stated.

Hosting the 18th Ibero-American Social Security Congress reinforces Paraguay’s growing visibility as a hub for regional cooperation and dialogue on social policy. With the event set to gather leaders and experts from across Ibero-America, Paraguay positions itself not only as a venue but as an active contributor to shaping the future of social protection and decent work in the region.
