Pet-Friendly Winter Shelter For Cold Nights Opened In Asunción

Paraguay’s National Emergency Secretariat (SEN) has inaugurated a new pet-friendly winter shelter. Around the Costanera Norte in Asunción, the shelter is part of the Jaho’i 2026 operation, the institution’s wider strategy to protect vulnerable populations during the winter season. The facility is designed to provide immediate relief to people living on the streets, offering them a safe and warm environment during periods of low temperatures. Additionally, the winter shelter has a pet-friendly policy. In 2025, the shelter provided refuge to 1,624 homeless people.

The Jaho’i 2026 operation is part of SEN’s annual winter campaign, which seeks to reduce the risks associated with exposure to extreme cold. By opening the winter shelter around the Costanera Norte, the institution demonstrates its commitment to inclusive care, addressing the needs of vulnerable groups.

The shelter has beds, food, and medical assistance, ensuring that those who arrive receive both physical comfort and healthcare support. The vicinity also contains separate bathrooms for men, women, and children, allowing families to maintain dignity and privacy. SEN has emphasised that the centre is not only a place of refuge but also a hub of care, where basic needs are met in a structured and organised manner.

Furthermore, the SEN is acknowledging the bond between people and their pets. Recognising that many people in street situations are accompanied by animals, SEN has created designated spaces for pets and stray animals. This measure ensures that individuals do not have to abandon their companions in order to access shelter.

The initiative stands as a reminder that social protection must be comprehensive, humane, and adaptable to the realities of those it serves. Additionally, the measure also reflects a broader commitment to animal welfare. Stray dogs and cats are welcomed and protected from the harsh winter conditions.

Members of the public are encouraged to report individuals in need of assistance during cold spells, ensuring that the shelter reaches those most at risk. SEN’s Rescue Patrol can be contacted by WhatsApp, providing a direct line for urgent interventions. This collaborative approach highlights the importance of community solidarity in safeguarding both people and animals.
