Over 92,000 New Taxpayers In 2025, Pushing Total To Nearly 1.28 Million In Paraguay

Paraguay’s National Directorate of Tax Revenue (DNIT) has reported a significant increase in taxpayer registrations, with 92,450 new contributors added in 2025. This figure represents a substantial 8.6%rise compared to the previous year, highlighting a sustained trend towards greater economic formalisation across the country. The consistent growth in registrations signals a positive shift as more individuals and businesses integrate into the official tax system.

The increase continues a pattern of steady expansion. In 2024, the directorate recorded the incorporation of 85,063 new taxpayers. Consequently, the 2025 figures show an additional 7,387 contributors joining the system compared to the prior year.

This upward trajectory has brought the total number of registered taxpayers to 1,276,969 as of the beginning of 2026, marking a milestone in the country’s fiscal development.

A sustained period of growth

The latest figures underscore the impact of the Dirección Nacional de Ingresos Tributarios (DNIT), or National Directorate of Tax Revenue, since its establishment. The agency, created in August 2023, has successfully overseen a period of considerable growth in the taxpayer roll.

From its inception through to the end of December 2025, the DNIT has managed the registration of 212,938 new taxpayers. This accomplishment points to the effectiveness of the directorate’s strategy in encouraging compliance and simplifying the entry process into the formal economy.

The expansion provides a more accurate picture of the country’s economic activity, which is crucial for effective policy-making and national planning. The consistent year-on-year increase demonstrates a growing confidence and participation in the formal economic sector among citizens and businesses in Paraguay.

Key registration hotspots identified

Analysis of the registration data reveals that several key urban centres are driving the growth in taxpayer numbers. The offices with the highest volume of new inscriptions were located in San Lorenzo, Asunción, Ciudad del Este, Encarnación, and Coronel Oviedo. The inclusion of the capital city, Asunción, and major commercial hubs like Ciudad del Este and Encarnación is expected, as these areas are centres of significant economic activity.

The strong performance in cities such as San Lorenzo and Coronel Oviedo also indicates that the push for economic formalisation is having a nationwide impact beyond the primary business districts. This geographic distribution suggests that the DNIT’s efforts are reaching diverse regions, encouraging a broad base of participation in the formal economy and ensuring that growth is not limited to a few specific areas.

A commitment to national development

In its official communications, the DNIT has reaffirmed its commitment to managing the nation’s tax system with efficiency and transparency. The directorate states that its primary goal is to provide accessible, high-quality services that directly contribute to the country’s development. The successful expansion of the taxpayer base, the DNIT states, is presented as a direct result of this service-oriented approach.
