Paraguay has launched a nationwide campaign to boost reading, writing and access to books. This operation aims to strengthen reading habits and expand access to literature, especially in indigenous communities and underserved regions.
Led by the National Secretariat of Culture (SNC), the 2025 call for proposals from the National Fund for the Promotion of Reading and Books runs until August 9. The National Council for Books and Reading (CONALIB) oversees the fund and allocates public resources transparently.
The goal is not only to support book production but to make reading part of everyday life. It targets schools, libraries, cultural centres, and grassroots groups across the country.
Four keys area of funding
The fund, which define reading and books as cultural rights, will support up to 40 projects in total, with a maximum of 10 per category. Successful applicants must carry out their projects by December 26, 2025.
The fund focuses on four areas. The first supports reading and oral storytelling in indigenous communities, with a grant cap of Gs. 20 million (around US$2,500). Projects must work directly with local groups and be in indigenous languages.
The second is for translating Paraguayan literary, historical, or cultural works into other languages. These can receive up to Gs. 30 million (around US$3,800). Additionally, a third category funds accessible books, such as audiobooks, Braille editions or books in sign language. These projects are capped at Gs. 10 million (US$1,200).
The final category supports community reading projects – book clubs, writing workshops, public readings, and festivals – with a maximum grant of Gs. 30 million (around US$3,800).
