The Paraguayan government is preparing to launch a new tool to modernise citizen security: a mobile application called “Lince Ya”. This innovation will allow citizens to request police help in any place, and at any time from their cell phone. The name “Lince Ya” refers to Police Special Motorised Group Lince, created in 2017. This group patrols urban areas in Paraguay, bringing more safety to citizens, and act as a rapid-response force.
The Lince Ya system is seen as the evolution of the original goal of the Lince agents: transferring the quickness of their motorbikes, to the quickness of a help button. By digitalising that mission, “Lince Ya” aims to modernise access to security services, while making police responses faster and more effective.
How does the Lince Ya app works?
According to Paraguayan Minister of the Interior, Enrique Riera, the app will use an alert mechanism that can be triggered even if the phone is shaken or taken away from the user by robbery. It will function as virtual panic button, alerting the closest Lince agent within a 3 to 5 kilometre radius. In addition, the app will allow the police to track the device’s signal, making it easier to recover stolen phones.
With the arrival of this app, the Paraguayan government is looking to combat crime across the country. Once launched, it will be freely available for all citizens in digital phone stores, as it continues to being developed by the Ministry of Information and Communication Technologies (MITIC).
Improval of security measures nationwide
The Lince Ya app forms part of the government’s broader plan to reinforce public security, and reduce national crime rate. What makes this app different from similar tools in the region is, as Minister Riera emphasised, is that it is “100% Paraguayan”, and does not require intermediation through traditional 911 operators. The app connects directly with specialised officers, cutting down precious minutes in emergency response.
In recent years, Paraguay has also increased border security and carried out the massive deployment of police forces during international events such as the World Rally Championship, and the FIFA Congress. The new application aligns with these efforts, aiming to project an image of a safer and more reliable country, both for citizens and visitors.

The development of “Lince Ya” shows how Paraguay is integrating technology into its security policies. By offering an accessible, immediate, and local solution, the government seeks to generate greater confidence among Paraguay’s population.
