Encarnación Airport Reborn: 24-Hour Operations Kick Off For Global Events

Teniente Amín Ayub International Airport, located in the southern Paraguayan city of Encarnación, is entering a new phase of continuous operations. The change aims to support two major international events: the Pan American Junior Games ASU2025, and the World Rally Championship.

As part of the Encarnación airport reinauguration, the facility will become a permanent international terminal. The upgrade will take effect on August 7, 2025.

From limited, to full-time operation

Prior to this upgrade, the Encarnación airport did not operate on a fixed schedule. It functioned solely upon prior request, meaning flights and services were only provided when formally arranged in advance. This model prevented consistent access for passengers and aircraft, as the airport was not permanently staffed or open to the public.

The announcement was made by the National Directorate of Civil Aeronautics (DINAC), which is leading the reinauguration process in coordination with local authorities. According to official reports, the work includes infrastructure upgrades aimed at ensuring the airport can accommodate international delegations, and technical teams during the upcoming events.

Encarnación airport: supporting major events

Planned to align with two high-profile international competitions, the reinauguration will boost the airport’s role as a regional gateway. The Pan American Games, beginning in August, will bring over 4,000 athletes, staff, and officials. Later that month, Encarnación will host its first-ever World Rally Championship stage, positioning the region as a new global motorsport destination.

To meet these demands, DINAC is finalising construction of a provisional terminal connected to the existing airport building. The new module includes two main areas connected to the airport’s original building. It will feature a departure zone with baggage control, and a waiting area for passengers. Additionally, the arrivals section will include inspection areas managed by the relevant public institutions.

Improve overall experience

Between both zones, the layout incorporates basic passenger services such as restrooms, a café, and a public area. These additions aim to improve the overall experience for travellers and staff during peak operations, offering functionality within a limited timeframe.

Meanwhile, the existing terminal building, which measures 660 square metres, will serve as the administrative hub. It will host the offices of all institutional actors involved in airport control, ensuring that operational coordination is centralised and efficient during the events period.

Phased investment plan

It is estimated that, during this initial stage, authorities will spend approximately 50% of the US$10 million investment commitment agreed upon with the Municipality of Encarnación. This funding is being allocated to urgent infrastructure works and essential operational upgrades, laying the foundation for the airport’s full transformation over the coming phases.

First phase:

  • Widening of the access road.
  • Expansion of the aircraft apron – flexible pavement.
  • Runway end safety areas 02-20.
  • Construction of a fire station.
  • Rapid exit taxiway.
  • Acquisition and installation of radio navigation aids.
  • Training (knowledge and document transfer).
  • Acquisition and installation of airside documentation.
  • Procurement of safety equipment.

Second phase

  • Expansion of the passenger terminal building.
  • -LS-DME system (Instrument Landing System with Distance Measuring Equipment).

Third phase

  • Replacement of runway and taxiway lighting.
  • Acquisition of SAT (Ground Assistance System) equipment for airport operations.
  • Ground handling support equipment.

These combined efforts mark a turning point in Encarnación’s integration into Paraguay’s long-term air transport strategy. Laying the groundwork for future growth, improved regional connectivity, and the airport’s sustained role in hosting high-impact international events.
