The National Emergency Secretariat (SEN) has opened a shelter on Asunción’s Costanera Norte (North Riverside area), in response to a significant drop in temperatures. The shelter is receiving people in vulnerable situations, aiming to shelter them from the cold and protect them from both minor and serious health risks. It will remain open during the coldest months of the year.
The shelter is located at the intersection of Costanera José Asunción Flores Avenue and General Máximo Santos Avenue, adjacent to the Costanera Housing Complex. Those who wish to donate or seek assistance are welcome to visit the site.
Cold times are coming
According to the Directorate of Meteorology and Hydrology (DMH), a cold front from the south has reached the country, causing a sharp decrease in temperatures since Tuesday, 24 June. Minimum temperatures could fall to 0°C (32°F), with colder conditions expected at night and during early mornings.
Shelter now available to the public
The shelter seeks to provide a safe space for people, especially children, who are vulnerable and require protection from the cold. The situation particularly affects those without a permanent home.
Given the current conditions, it is strongly recommended that anyone in need seeks assistance at the shelter, especially individuals living on the streets. The shelter is currently open 24 hours a day and has the capacity to accommodate 60 people. However, due to its flexible structure, it is capable of increasing its capacity if required.
The facility not only offers shelter, but also provides winter clothing, meals and medical care, with the support of the Municipality of Asunción, the National Police, and the Ministry of Public Health and Social Welfare. Beds are currently arranged in separate pavilions for men and women, alongside a communal dining room.
Beyond offering shelter, warm clothing and meals, the government had already launched the SUMAR second phase for community-based addiction treatment, part of its ongoing commitment to providing comprehensive support to vulnerable individuals
A call for solidarity
Citizens are encouraged to support the initiative by donating new or gently used winter clothing, shoes, and blankets to help those in need. Another way to assist is by reporting cases of homelessness to the National Police by dialling 911.
