On the eve of the highly anticipated grand final of the CONMEBOL Copa Sudamericana, the Asunción is bracing itself for an influx of football fans as Lanús of Argentina face Atlético Mineiro of Brazil on Saturday, 22 November 2025, at the Estadio Defensores del Chaco. The government of Paraguay’s has launched a major traffic operation; an extensive road, logistical, and security operation to ensure smooth mobility and public order throughout the event.
180 traffic inspectors deployed across Asunción
The Municipal Traffic Police (PMT) have mobilised 180 traffic inspectors, who are already stationed at key intersections across Asunción to direct vehicles, guide motorists, and manage traffic flow.
Inspector Daniel Cárdenas, head of PMT Operations, explained that preparations began several days ago with inter-institutional coordination meetings, the erection of barriers around the stadium, and the establishment of a Fan Fest Zone on the Costanera. Enhanced security at hotels hosting the competing delegations is also achieved.
Major traffic operation: Progressive lockdown zones

Near Estadio Defensores del Chaco, the municipality has implemented three concentric lockdown quadrants.The innermost quadrant, immediately adjacent to the stadium, has already been fully fenced off. A second quadrant roughly 200 metres further out will also be sealed, while on match day an even larger perimeter may be activated as required.
Residents living within these restricted areas have been registered and issued official accreditation. They will be able to reach their homes by presenting their credentials at checkpoints. All other individuals are urged to use clearly marked alternative routes, which will be monitored by traffic officers, National Police, and military personnel providing additional guidance.
Inspector Cárdenas noted that Avenida Carlos Antonio López may be closed entirely depending on crowd levels on the day.
Strict parking controls from dawn, cranes on standby
From 05:00 on Saturday 22 November, the PMT will enforce rigorous parking restrictions across the city. Parking on pavements, central reservations, pedestrian crossings, disabled access ramps, or in front of garage entrances is strictly prohibited. Although parking remains free throughout Asunción, vehicles must be parked correctly.
Four light-duty cranes and one heavy-duty crane will be on standby to tow away any improperly parked cars to the municipal impound lot, authorities warned.
The municipal government has called on citizens to plan their journeys in advance, obey temporary signage, and cooperate fully with officials to ensure the event passes safely and smoothly.
