Paraguayan Researcher Contributes To International Book On Artificial Intelligence

Paraguayan Air Force (FAP) Lieutenant Derlis Cáceres Troche is currently pursuing a PhD in Madrid. Supported by Paraguay’s National Scholarship Programme (BECAL), for him, 2025 has been a year marked by academic recognition and international exposure. Evidence of this includes Cáceres Troche’s participation as a speaker at scientific events abroad, notably in Taiwan and Spain, about artificial intelligence.

In Taiwan, Cáceres Troche took part in the XXI International Congress on Technology, Knowledge and Society. Later in the year, he gained further recognition with the presentation “How do machines think? An introduction to artificial intelligence”, delivered during the 25th Week of Science and Innovation in Madrid. This is one of Spain’s most prominent scientific events.

Derlis Cáceres Troche has now contributed to an international academic publication titled “Use, Regulation and Challenges of Artificial Intelligence in Higher Education.”

A local perspective within a global discussion

Cáceres Troche participated as a co-author in two chapters of the book, both focused on the Paraguayan context. The chapters study how artificial intelligence is addressed at the governmental level and its practical applications within higher education. Also, it examines existing regulatory frameworks.

In addition, the contributions explore the challenges faced by Paraguayan universities as artificial intelligence technologies continue to develop and expand. The work was carried out in collaboration with researchers from Mexico and Europe. This was done in order to combine international perspectives with a strong local focus.

Highlighting the importance of academic cooperation, Cáceres Troche stated: “This book represents a joint effort to analyse how artificial intelligence is transforming higher education. Being able to contribute from the Paraguayan perspective, alongside colleagues from Mexico and Europe, is an important step in highlighting our challenges and opportunities in this field.”

The book and Artificial Intelligence

Beyond the chapters focused on Paraguay, the publication addresses a wide range of topics, including privacy and algorithmic surveillance in universities, student and user trust in artificial intelligence systems, and instructional design supported by generative artificial intelligence. The book also examines the role these technologies play in academic research.

One of the book’s most notable features is its open-access format. Published under the Creative Commons Attribution 4.0 International licence, the book allows readers to access, download, and share the content freely, without cost. The book was released under the academic network RIMCI and includes both ISBN and DOI registration. It is currently available on international academic platforms, with plans for inclusion in additional scientific repositories over the coming year.

Paraguay on the international scientific stage

The participation of a Paraguayan researcher in this publication reflects the growing presence of national academia in international scientific debates. Contributions such as this not only place Paraguay within discussions on emerging technologies. But also, provide a local perspective on how global developments in artificial intelligence intersect with regional realities and institutional challenges.
