Paraguay Seeks Semiconductor Industry Integration At Taiwan-Paraguay Technology Forum

The second annual Taiwan-Paraguay Technology and Semiconductor Forum commenced in Ciudad del Este on Friday 19 September, 2025. The three-day event aims to position Paraguay within the global semiconductor industry. The forum features a series of conferences highlighting Taiwan’s expertise as a world leader in semiconductor technology.

This initiative promotes knowledge transfer and technological cooperation between the two nations. The forum provides a platform for discussions on global trends, facilitating the charting of concrete pathways for Paraguay’s technological sector.

Minister emphasises national development

The Minister of Information and Communication Technologies, Gustavo Villate, stated that the forum offers an opportunity to discuss global trends with experts from Taiwan, the United States, Brazil, Chile, and Paraguay. He further highlighted the forum’s role as a bridge connecting government, academia, and industry, drawing parallels with Taiwan’s successful model.

“This Taiwan-Paraguay Technology Forum is not merely an academic space. It is a bridge between government, academia, and industry, as demonstrated by the successful Taiwanese model,” Villate stated. “Each conversation, each presentation, each exchange of ideas in this forum is an act of national construction.”

Taiwan’s global leadership

The Taiwanese Ambassador to Paraguay, José Chih-Cheng Han, emphasised his country’s global leadership in the semiconductor sector.

“Today, Taiwan produces more than 60% of the world’s chips. Its success is based on a combination of state investment, technical talent, advanced infrastructure, and a culture of constant innovation.”

Ambassador Han highlighted Paraguay’s unique advantages for fostering this industry, including abundant clean energy, strategic location within Mercosur, macroeconomic stability, and a technologically inclined youth population. These factors, he argued, position Paraguay as an emerging platform for smart industrialisation.

Forum focus

The Taiwan-Paraguay Technology Forum, held at the Nobile Hotel & Convention in Ciudad del Este, continued on Saturday and concludes on Sunday. Representatives and experts from Taiwanese companies will discuss the semiconductor industry’s value chain structure, competitive advantages, and the corporate strategies that have propelled leading companies to success.
