Paraguay’s tourism sector has emerged as a key driver of economic development, with record-breaking figures highlighting its transformative potential. In a public accountability hearing, Minister of Tourism Angie Duarte presented the Management and Accountability Report for the National Tourism Secretariat (Senatur), revealing substantial advances in visitor numbers and revenue.
Domestic tourism played a significant role: the travels of over 1.2 million Paraguayans during long weekends and national holidays marked a 103% increase in tourist traffic compared to the same period in 2024.
Record revenue and visitor numbers
Between January and November 2025, Paraguay welcomed 1.8 million tourists, generating an economic impact of US$1.279 billion in revenue. Minister Duarte described the sector as “clearly positioning itself as an engine of development” for the country, emphasising a management approach focused on collaboration with public and private sectors as well as local communities.
The report underscored strategic initiatives to bolster Paraguay’s tourism sector as a pillar of economic, social, and cultural progress, including efforts to promote national destinations, attract international visitors, enhance connectivity, and create employment opportunities.
Surge in domestic tourism
Domestic tourism played a significant role, contributing US$195 million through the travels of over 1.2 million Paraguayans. This marked a 103% increase compared to 2024.
Duarte highlighted that tourism represents a state policy directly improving the quality of life for citizens. “We are transparent and accountable, demonstrating concrete results and reaffirming our commitment to responsible, inclusive, and sustainable management,” she stated.
Boost from events and MICE segment
A standout achievement was the “Good Host” campaign, implemented more than 138 times, alongside the hosting of over 236 events under the Meetings, Incentives, Conferences, and Exhibitions (MICE) segment. These activities yielded a broader economic impact of US$500 million, encompassing tourist and logistical spending.
The sector’s contributions extended to preserving cultural and natural heritage while fostering regional growth and social cohesion.
Enhanced air connectivity
Air connectivity proved crucial, with new routes to Salta, Córdoba, and Buenos Aires, alongside reinforced seasonal direct flights to Rio de Janeiro, Florianópolis, and Punta del Este. Air Europa increased its frequencies to seven weekly flights between Asunción and Madrid.
In a historic move, the airport in Encarnación was transferred to the National Directorate of Civil Aeronautics (DINAC), paving the way for its development into an international facility to benefit the southern region.
Global promotion efforts
Senatur prioritised international visibility in 2025, participating in major tourism fairs such as FITUR in Spain, ABAV in Curitiba, WTM in São Paulo, FIT Cataratas, and FIT Buenos Aires. Trade missions were conducted to Buenos Aires, Salta, Córdoba, and Santa Cruz, complemented by presence at national exhibitions and the Paraguay International Tourism Fair (FITPAR).
Over 56,000 visitors engaged with Paraguay’s stands, expressing interest in authentic experiences in a destination still largely undiscovered.
Commitment to sustainable growth
The report also detailed investments, implemented programmes, enhancements to the tourism offer, human capital training, sustainability measures, innovation, and global positioning.
Duarte concluded by affirming the sector’s role in creating opportunities, integrating communities, attracting investment, and instilling national pride. “Let us continue building together a stronger, more connected, more sustainable, and more humane Paraguay.”
