Paraguay’s Minister of Environment and Sustainable Development (Mades), Rolando De Barros Barreto, received the official visit of the Minister of the Environment of the Republic of China (Taiwan), Dr. Chi-Ming Peng. The encounter consolidates the progress achieved during Paraguayan recent official mission to Taipei. This also marks the beginning of a new phase of bilateral cooperation in the carbon market, and environmental matters.
A strategic partnership based on innovation
According to the environmental report. Both delegations reaffirmed their commitment to a strategic alliance grounded in innovation, environmental diplomacy and inter institutional collaboration. The meeting also allowed for a comprehensive review of the 12 cooperation points established between Paraguay and Taiwan, grouped into four areas of priority:
Climate governance: This involves the institutional frameworks, laws, strategies, and decision-making process that guide a country’s response to climate change. The environment plan also includes national climate change policies, adaptation and mitigation plans, and monitoring systems. Additionally, climate governance includes coordination among government institutions, the private sector and international partners.
Carbon market: The carbon market is a system that allows countries, companies or projects to trade carbon credits generated from emissions reduction or carbon capture activities. For Paraguay, it means creating mechanisms to sell carbon credits from forests, conservation areas, or low emission projects.
Environmental management: This point encompasses policies and actions designed to protect natural resources, control pollution and ensure sustainable development. This area of priority includes waste management, water treatment, chemical safety, ecosystem conservation, and enforcement of environmental regulations.
Circular economy: This promotes specifically the efficient use of resources by reducing waste, extending the lifecycle of products and encouraging recycling, repair and reuse. Taiwan is a global leader in circular economy practices, so this area is especially relevant.
Reinforcing the 2025–2026 joint environment plan
Authorities emphasised that the meeting provided an opportunity to update and strengthen the bilateral joint plan for the 2025–2026 period. They have defined key actions such as:
- Implementation of the National Digital Registry of Carbon Credits.
- Pilot projects for emissions reduction, forest restoration, and sustainable ecosystem management.
- Technical cooperation in waste management, plastics, chemicals, and wastewater.
- Exchange of experts, government officials, and young professionals specialising in climate and environmental topics.
- Development of innovation initiatives, circular economy strategies, and green technologies.
Strategic green transition for Paraguay
The visit of Minister Peng represents a decisive step toward deepening joint efforts between both countries. This further consolidating a highly valuable strategic relationship for Paraguay in the fields of sustainability, climate action, transition to a green economy, and environment in general.
