The National Directorate of Immigration carried out 1,408 security procedures across various points of entry to Paraguay. Procedures carried out include 658 exit restrictions; 554 denials of admission; 96 expulsions; 76 surrender procedures; and 24 extraditions. The border security controls have been realised between January and August 2025 at airports and road crossings in Paraguay.
The border agency followed Law No. 6894/22. The objective of the law is to establish the immigration regime of the Republic of Paraguay and the principles and guidelines of public policies for migrants. The aim is to contribute to strengthening the country’s social, cultural, and economic development while maintaining security.
Exit restrictions and denials of admission
The government blocked 658 people due to exit restrictions, which means they have not fully complied with the rules and regulations of the country they were leaving or the country of arrival. Of those 658 exit restrictions, 301 were for not having adequate travel documentation. There were also 237 cases of families not having the proper documentation for their children. Another 103 people were subject to a judicial exit ban; fifteen were issued arrest warrants, and another security agency issued two.
Furthermore, another 554 foreigners were denied entry to Paraguay. The specific motives for the exclusion of these people have not been specified by the government yet. Out of these 554, 272 people were from Argentina, 93 from Brazil, 41 from Mainland China, 22 from Cuba, 16 from Colombia, and nine from Haiti. Other people who were denied entry from the Americas, Africa, Europe, and Asia.
Expulsions, surrenders, and extraditions
From the 1,408 people, 96 have been expelled. Fifty-six were for administrative reasons and 40 for judicial reasons. Among the expelled citizens, 65 are from Brazil, 12 from Argentina, five from the Dominican Republic, four from Mainland China, two from Colombia, Türkiye, and Bolivia, and one each from Ecuador, Italy, Mexico, Montenegro and Serbia.
The 76 surrenders procedures were carried out in coordination with the intervening security agencies by the Paraguayan government. Sixty-two of them correspond to Paraguayan citizens. The National Directorate of Immigration also confirmed 24 extraditions, 19 of them in relation to Paraguayan nationals.


Powering up security measures
The Paraguayan government has worked on airport improvements in Encarnación in the last couple of months. Work was realised to make the airport adequate for international travel. Furthermore, renovations was also to comply with internationally acceptable border security measures.
The governments of both Paraguay and Argentina also impvoved their immigration system, specifically for the border linking Encarnación and Posadas. This border now has a join control system for all transportation, including for trains.
Rising interest in Paraguay
Since the beginning of 2025, multiple events have been held in Paraguay that necessitated stricter security measures. The celebration of the creation of Ciudad del Este and Encarnación, Easter and Paraguay Independence were the four biggest events in the first half of 2025. So far in the second half of the year, the celebration of Asunción’s founding, the ASU 2025 Junior Panamerican Games, and the World Championship Rally were events with international reach. For the World Rally Championship, increased border security measures were implemented by the government.
Earlier in 2025, Spanish authorities were highlighting Paraguay’s immigration security. Paraguay was also ranked the country with the highest tourism growth in early 2025, with a 53% increase. The visitors increase also accounts for the country highering security measures.
