Paraguay Hosts American Armies Conference To Address Regional Security Challenges

Paraguay has assumed the presidency of the American Armies Conference (CEA). This marks the first time the Paraguayan Army leads the continental military forum. The event opened on February 24 in Asunción with the presence of President Santiago Peña. The conference will run until February 27 and brings together military representatives from more than 20 countries across the Americas.

The American Armies Conference focuses on analysing what organisers describe as “multidimensional challenges for defence and strategic security”. Therefore, these include transnational crime, terrorism, cyber threats, and environmental offences that increasingly transcend national borders.

Paraguay assumes leadership role

The opening session at the American Armies Conference was led by Paraguayan Army commander General Manuel Rodríguez Sosa, who presides over the conference. Rodríguez highlighted the institutional significance of Paraguay’s leadership. Furthermore, he described it as a milestone for the country’s armed forces and a demonstration of commitment to regional cooperation.

Rodríguez emphasised that the Conference of American Armies has historically served as a platform for military dialogue. As well as an exchange of experiences and confidence-building measures among member states. According to the commander, these elements remain essential in addressing evolving security challenges that require coordinated responses.

A forum for strategic cooperation

Founded in 1960, the Conference of American Armies is a permanent military organisation composed of armies across the continent. It functions as a forum for debate, analysis, and cooperation. Currently, it integrates 23 member armies alongside observers and specialised military organisations.

During his address, Rodríguez noted that the international environment is increasingly characterised by complex and dynamic threats. These include organised transnational crime, illicit trafficking, cyberattacks, and hybrid security risks. Hence often exceeds conventional state capacities.

Rodriguez also explained that the central theme of this year’s meeting represents a call for strategic reflection and stronger cooperation mechanisms among participating armies. This aims to improve preparedness and operational effectiveness.

Government support

The presence of President Peña at the inauguration of the American Armies Conference was highlighted as a political signal reinforcing Paraguay’s commitment to peace, regional stability, and international cooperation. Authorities stated that hosting and presiding over the conference allows Paraguay to project an image of constructive engagement while also promoting a comprehensive and human-centred approach to defence.

As discussions continue, the American Armies Conference is expected to generate exchanges on best practices, joint training initiatives, and coordinated responses to emerging security threats. Paraguay’s leadership role in the forum thus positions the country as an active contributor to regional defence dialogue and cooperation across the Americas.
