New Corridors And Elevated Roads To Transform Asunción Metropolitan Area Connectivity

The Ministry of Public Work and Communications (MOPC), responsible for infrastructure projects in Paraguay, is working on route improvement in Greater Asunción. Currently, MOPC is focusing on a critical section of Route PY 01, between the cities of Guarambaré and Itá. The objective is to improve traffic flow along the route and enhance its safety.

Specifically, public works will involve removing existing asphalt layers to lay a new one, followed by levelling the road surface throughout. Pavement and route improvements are scheduled to commence in the coming weeks, with no fixed completion date.

Route PY 01 connects Asunción with the city of Encarnación and is the second-busiest route in the country. Route PY 02, which connects Asunción with Ciudad del Este, is the busiest in Paraguay.

Public consultation in Luque

A public consultation was conducted one week ago in the city of Luque, near Asunción, regarding an elevated 4-kilometre section of the route passing through the city. Residents of Luque and Areguá expressed concerns about the potential increase in traffic flow in the area. Another issue raised by citizens pertains to the future of heritage buildings in the region.

After considering the concerns of the population of the Central Department and the needs of the region, the government approved the project on Thursday August 28, 2025. The official project name is Red Vial Estructurante – Acceso a la Ruta PY 02. The objective is to enhance routes in the region and improve access to Route PY 02 from various areas.

In addition to the elevated highway, the plan includes two corridors. The first corridor is Luque – Areguá – Ypacaraí. The second is Ypacaraí – San Bernardino – Luque (Tarumandy), on the opposite side of the lake. Consequently, access to the city of Nueva Colombia will also be improved. Generally, routes will be widened, repaired, and repaved.

Currently, the project is estimated to cost US$175 million and will be implemented through a public-private partnership. No timeframe has been specified yet.

Route improvement in the Department of Paraguarí

In the region of Quiíndy, route enhancements are underway to improve accessibility. Approximately 93 kilometres of routes will be reconstructed around the city, situated in the Department of Paraguarí. The primary focus will be on areas where the route has deteriorated significantly, including sections of Route PY 01. The works will primarily involve repaving over potholes and adding margins to the sides of the road. The project is expected to take approximately 15 months to complete.

The Paraguayan government is also evaluating project proposals for a potential duplication of Route PY 01. Should the project proceed, approximately 2.6 million residents of the Central, Paraguarí, Misiones, and Itapúa Departments would benefit from the route improvements. The duplication of Route PY 01 would enhance safety along one of the country’s busiest routes.

The project aims to eliminate several areas identified as accident-prone, particularly at city entrances and exits. Additionally, the duplication would improve the response times of first responders by providing more space for circulation.
