Asunción’s Costanera Norte Avenue has been fully reopened to vehicular traffic following the successful completion of works to bury high-voltage power lines beneath the roadway. The Ministry of Public Works and Communications (MOPC) has concluded the burial of high-voltage lines (LAT) over an approximately 880-metre section between the General Santos Avenue roundabout and the entrance to the San Miguel neighbourhood.
MOPC began the installation of underground high voltage electrical cabling along the iconic Avenue Costanera – José Asunción Flores six months ago, marking a significant step in modernising Asunción’s urban infrastructure. The project greatly supports the social and environmental transformation of the city’s riverside area. According to the MOPC, the works adhered strictly to the scheduled timeline, allowing the avenue to be restored to 100% capacity for drivers.
Minimising disruption through night works
To reduce inconvenience to commuters, the intervention was primarily carried out at night. This approach ensured that daytime traffic flowed normally while enabling safe progress on the project without major interruptions. The initiative, driven by the Executive Unit of the Urban Resilience Project for Asunción’s Coastal Strip (PRUFCA), aims to improve the quality of life for families in riverside areas and build urban resilience at key points in the capital.
By undergrounding the power lines, the project increases safety, removes unsightly overhead structures, enhances the urban landscape, and better integrates public spaces along one of Asunción’s most vital corridors. The works were carried out in collaboration with the Municipality of Asunción, the Ministry of Urbanism, Housing and Habitat (MUVH), and the National Electricity Administration (ANDE)
Next steps: Final touches
Authorities have scheduled the complete replacement of pavements, signage, and other complementary elements to finalise the intervention in the coming weeks.This modernisation effort marks a significant step forward in upgrading Asunción’s electrical infrastructure, consolidating Costanera Norte as one of the city’s premier and most attractive thoroughfares.
