Paraguay And Finland Partner On Climate Action And Sustainable Economy

The governments of Paraguay and Finland have formalised a bilateral agreement to enhance cooperation on climate change, environmental sustainability, and innovative economic models. The memorandum of understanding, signed by Rolando De Barros Barreto Acha, Minister of Environment and Sustainable Development (MADES), sets out a collaborative framework for sharing information, knowledge, and best practices related to the Paris Agreement and the Kunming-Montreal Global Biodiversity Framework.

The agreement prioritises adaptation and mitigation strategies to combat the impacts of climate change. It also champions the circular economy and encourages responsible energy and raw material use. The memorandum further supports developing business models based on nature-based solutions, and sustainable biodiversity utilisation. Aiming to bolster cooperation between public, private, academic, scientific, and international financial sectors.

Milestone in bilateral relations

This non-binding agreement marks a significant step in bilateral relations, creating opportunities for joint project development, access to international funding, capacity building, and technology transfer.

“This signing is a decisive step toward consolidating a bilateral agenda that places the environment and climate action at the core of our sustainable development priorities,” stated Minister De Barros Barreto.

Initially set for two years, with the possibility of renewal by mutual consent, the memorandum establishes a foundation for robust cooperation, green innovation, and joint leadership in addressing global challenges, according to MADES.

Meeting of Presidents

De Barros Barreto is part of the Paraguayan diplomatic delegation visiting Finland this week. Paraguayan president Santiago Peña arrived in Helsinki on Tuesday to develop an official, and business agenda. This mission aims to deepen bilateral cooperation in industrial development, sustainability, digital transformation, and advanced manufacturing. With a special focus on the energy, and forestry sectors. Paraguay’s forestry exports have reached historic highs in 2025, particularly in the plywood segment.

President Peña met with the President of Finland, Alexander Stubb, addressing issues of common interest, such as strengthening multilateralism, Finland’s support for the Mercosur-European Union agreement, and bilateral cooperation in areas such as education, technology, sustainability, and forestry development.

“It was a very pleasant conversation where we were able to review the international agenda and, of course, commit to continuing to work together so that Paraguay and Finland can serve as a bridge between Europe and Latin America,” the Paraguayan president said after the meeting.
