New Japanese Equipment To Elevate Paraguay’s Meat Safety Standards

The Japanese government has donated a whopping US$2.4 million in cutting-edge laboratory equipment to Paraguay’s National Animal Health and Quality Service (Senacsa) as part of the 2025 Economic and Social Development Program. The donation of Japanese equipment includes a liquid chromatograph, and a mass spectrometer, among other items.

This boost will empower Senacsa to further enhance the quality and safety of Paraguayan livestock products – brilliant news for public health and the nation’s growing presence in international markets. Fancy a perfectly grilled asado (barbecue)? Rest assured, the quality will be second to none!

A toast to international collaboration

This act of cooperation stems directly from Paraguay’s President Santiago Peña’s recent official visit to Japan, highlighting the ever-strengthening bond between the two nations. The official signing ceremony was attended by Senacsa President José Carlos Martin, Japanese Ambassador Katsumi Itagaki, and Foreign Minister Rubén Ramírez Lezcano. It was Minister Lezcano himself who signed the Diplomatic Notes, formalising this exciting Japanese equipment technology transfer.

Japan’s cooperation has been fundamental to Paraguay’s development process through high-impact projects in key areas. Mr. Lezcano underscored the significance of Japan’s support and partnership in Paraguay’s ongoing journey towards economic and social progress. He also proudly noted Paraguay’s new status as a partner country to Japan, a testament to the strong, respectful relationship the countries have cultivated over many years.

Just over one month ago, Paraguay and Japan officially elevated their long-standing relationship to a “strategic partnership,” marking a historic milestone after over a century of diplomatic ties. This strategic alliance makes Paraguay the first middle-power nation in Latin America to achieve such a status with the Asian country.

What happens next?

The Japanese equipment contribution plan includes installing the equipment in the Residue Testing Laboratory of the General Directorate of Laboratories (DIGELAB), a new inspection plan, the acquisition of essential reagents, the establishment of robust analytical methods, and rigorous inspections of meat and other animal products nationwide. This is a huge win for Paraguay, strengthening the country’s agricultural sector, and boosting consumer confidence.
