Paraguay’s flagship housing programme, Che Róga Porã 2.0, will soon expand internationally to offer housing opportunities for Paraguayan migrants living in Spain.. Government authorities and property developers will travel to several Spanish cities to present the programme’s opportunities. The initiative aims to help Paraguayans abroad access financing and housing projects in Paraguay. In particular, the programme seeks to make home ownership possible for migrants working overseas.
Many migrants hope their earnings abroad will eventually allow them to build a stable future at home. Therefore, the programme offers a pathway for them to buy or construct their own homes in Paraguay.
Outreach events planned in Madrid, Málaga, and Barcelona
Meanwhile, the government delegation will visit several Spanish cities to reach Paraguayan communities directly. The mission includes officials from the Development Finance Agency (AFD), the National Development Bank (BNF), and participating developers. Together, they will provide detailed information about financing conditions, housing projects, and programme requirements.
The first informational session will take place in Madrid on 7 March. The event will be held at the Nicolás Salmerón Cultural Centre from 17:30 to 20:00. During the event, participants will receive guidance on eligibility requirements and financial conditions. Furthermore, officials will present the housing developments currently available through the Che Róga Porã programme.
Afterwards, the delegation will continue the outreach activities in Málaga on 12 March. This session will be held at the Málaga Museum from 18:00 to 20:00. Finally, the programme’s Spanish outreach will conclude in Barcelona on 14 March. The event will take place at the Oliver Pere Quart Civic Centre from 10:20 to 13:30. This final meeting aims to reach Paraguayan residents living in Catalonia and nearby regions. In this way, the initiative seeks to broaden participation among Paraguayans across Spain.
A programme for Paraguayans living abroad
According to Minister Baruja, allowing migrants to access housing credit represents one of the programme’s most important innovations. Che Róga Porã 2.0 currently has approximately 3,700 approved housing loans nationwide. However, the government’s extension of housing opportunities for Paraguayan migrants reflects the initiative’s growing scope and ambition.
Previously, government representatives also presented the programme to Paraguayan communities in the United States. Since that visit in November, around 100 migrants have already submitted housing credit applications. Looking ahead, Argentina is likely to become the next destination for outreach activities. Ultimately, the goal is to ensure that Paraguayans abroad also benefit from national housing policies.
A milestone for Paraguay’s financial system
Meanwhile, Stella Guillén, president of the Development Finance Agency, described the initiative as a milestone for Paraguay’s financial system. For the first time, migrants abroad will be able to access formal housing credit under structured financial conditions.
To access the programme, Paraguayan migrants must meet several financial requirements. The maximum monthly net income allowed is up to 7,000 US dollars after taxes. In addition, applicants must provide income verification through Paraguayan consulates or apostilled documentation. A minimum employment history of one year is also recommended, depending on each bank’s credit policies.
Nevertheless, Guillén explained that each participating financial institution maintains its own credit evaluation criteria. Therefore, specific requirements may vary depending on the bank reviewing the application. At the same time, the programme includes the Housing Guarantee Fund, designed to facilitate access to credit. This mechanism allows additional guarantees, helping more Paraguayans qualify for housing financing.
