Paraguay’s National Tax Revenue Directorate (DNIT) has reported a significant milestone, with over 68,000 new registrations recorded in the Single Taxpayer Registry (RUC) so far in 2025. This achievement underscores the increasing formalisation of Paraguay’s economy and, according to the DNIT, reflecting growing trust in the nation’s tax administration from Paraguay’s tax base.
According to the DNIT, 87% of the new registrations comprise individuals, predominantly self-employed workers and small business owners, while the remaining 13% are legal entities. This distribution highlights the broadening participation of small-scale entrepreneurs in the formal economy.
A 6% increase in RUC registrations
The figures demonstrate a nearly 6% increase in RUC registrations compared to the same period last year, a trend attributed to heightened confidence in the DNIT’s services and strategic initiatives to encourage voluntary compliance with tax obligations. The registration process, which begins online at the DNIT website, and is finalised at one of the 17 regional offices of the General Directorate of Internal Revenue, has been streamlined to enhance accessibility.
The five offices recording the highest number of registrations are located in San Lorenzo, Asunción, Ciudad del Este, Encarnación, and Coronel Oviedo, reflecting robust economic activity across these regions.
The DNIT has reiterated its commitment to fostering efficiency and transparency in tax management, with a focus on delivering accessible, high-quality services to support Paraguay’s economic development. This surge in registrations, the DNIT states, marks a pivotal step towards a more formalised and inclusive economy. In May 2025, for the second consecutive year, Paraguay’s tax system was recognised as the most competitive and neutral in Latin America.
Tax collection increase in September 2025
At the same time, the DNIT announced that Paraguay’s tax collection increased 7.6% in September 2025, compared to the same month in 2024. In terms of total accumulated revenue from January to September 2025, there has been a 9.7% increase, representing a total of Gs. 2,833,299 million (approximately US$368 million) more from Paraguay’s tax base than the same period in 2024.
