Paraguay is preparing to take a visible role in the global climate conversation with the Paraguay Carbon Forum 2026. The international event will bring together policymakers, investors, and technical experts to discuss the future of carbon markets. It aims to strengthen regional cooperation and attract sustainable investment. The forum will take place on Wednesday, 25, and Thursday, 26 March 2026 at the Sheraton Hotel in Asunción.
The event will be held in person and is completely free of charge. However, places are limited, and prior registration is required. Organisers expect strong interest from both public and private sectors. The forum also builds on recent momentum, as Paraguay advances carbon market and green transition with Taiwan’s support, reinforcing the country’s growing international profile in sustainable development.
A strategic agenda with a global perspective
The first day will open with keynote presentations focused on the global carbon market. Speakers will analyse emerging trends, regulatory risks, and long-term opportunities. In addition, officials will present Paraguay’s roadmap for integrating into international carbon trading systems.
One of the main highlights will be the presentation of the Paraguay–Singapore agreement. This partnership is considered pioneering in the region. It has the potential to open access to international markets and attract new climate investment. It may also support the generation of high-quality carbon credits.
Throughout the day, panel discussions will explore carbon market experiences in Latin America. Experts will also address advances in jurisdictional REDD+ initiatives. Clean energy integration and efficient industrial models will feature strongly. Meanwhile, sessions will examine how innovation can improve national competitiveness.
Strengthening integrity and legal certainty
The second day will concentrate on governance and financing frameworks. Panels will examine environmental integrity and international standards. Institutional strengthening and trust-building mechanisms will also be addressed. Furthermore, legal certainty and risk management will be key topics for investors and policymakers alike.
A dedicated session will analyse financing opportunities for carbon projects in Paraguay. Speakers will explore business models and long-term strategies. The forum will close with a networking session and business roundtable to encourage partnerships between public and private actors.
High-Level participation at Paraguay Carbon Forum 2026
Confirmed participants include Rolando de Barros, Minister of the Environment and Sustainable Development (MADES), and Víctor González, Director of the Carbon Market at the same Ministry. Other speakers include Lilian Portillo, Javier Viveros from Rediex, Camilo Trujillo from the International Emissions Trading Association, and Angelo Sartori from Verra.
Organisers hope the forum will strengthen Paraguay’s presence in the global carbon economy. The event also seeks to promote investment and long-term policy dialogue.
