The Ministry of Industry and Commerce (MIC) has introduced GUIDEX. This is a comprehensive ecosystem designed to support and strengthen the export process of micro, small, and medium-sized enterprises (SMEs in English or MiPymes in Spanish). The initiative aims to provide clear, reliable, and practical information for these companies. In addition, to help Paraguayan businesses be more prepared and have more access to international markets.
As Paraguay continues to promote productive development and global integration, GUIDEX seeks to reduce barriers. Also, organise export procedures and expand opportunities for national entrepreneurs. The platform consolidates guidance, digital tools, and complementary resources into a single structured system. Furthermore, this system is intended to accompany companies from initial preparation through to post-sale operations.
A structured roadmap for exporting
At the core of the GUIDEX ecosystem is the Export Guide. This Guide outlines ten key steps for a successful internationalism process. Three stages are designed to help businesses advance progressively and strategically.
The ten steps include:
- Assessing export readiness
- Market research
- Market access and regulatory requirements
- Product adaptation
- Export pricing
- Distribution and market segments
- Value and promotion strategies
- Financing and payment terms
- Logistics and shipment
- Sales and commercial relationships
All of this content is integrated into a single document that features practical tools, applied case examples, and the Export Marketing Plan Canvas. This Plan is available for free download through the platform.
GUIDEX and complementary tools for SMEs

Beyond the core guide, GUIDEX incorporates specialised resources. These resources aim to strengthen the export capacity of Paraguayan SMEs. For example, the Packaging guide for SME Exports provides a practical roadmap to improve product design, sustainability, and presentation. With eight simple steps, templates, and tools to help businesses develop internationally competitive packaging,
The International Contracts Guide for SMEs offers model contracts and ready-to-use guidance. Therefore, this is designed to protect businesses from the outset of their international expansion.
GUIDEX also integrates TiendasPy. This is described as the first digital store for Paraguayan brands, hence connecting products made in Paraguay with customers worldwide. The initiative promotes not only commercial exports but also the international projection of Paraguayan culture and Production.
Another key component is Exporta Fácil, a simplified export service. This service allows shipments of up to 20 kilograms via the National Directorate of Postal Services of Paraguay (Dinacopa). For instance, this is primarily targeted at micro, small, and medium-sized enterprises. Also includes access to a user manual explaining procedures.
Entrepreneurs may also use the Export Checker, a diagnostic tool. This tool assesses a company´s level of export readiness and provides access to tailored guidance and resources based on specific needs.
Institutional commitment to competitiveness
According to the MIC, GUIDEX forms part of its broader commitment to strengthen SME competitiveness and facilitate international market integration. By centralising information and offering structural guidance, the ministry seeks to make exporting more accessible to businesses at different stages of development.
