Paraguay Unveils First Technical Institute For Statistics

Paraguay marked a significant milestone in its statistical history with the official inauguration of the Higher Technical Institute of Statistics (Instituto Técnico Superior de Estadística, ITSE). This is the country’s first technical institute dedicated to statistics and demography.

Established under the National Institute of Statistics (INE) and formalised by the Ministry of Education and Sciences (MEC), the ITSE aims to strengthen technical training in statistics. Informed policymaking and national development will be supported this way.

Shaping Paraguay’s statistical landscape

The launch event, held in Asunción, highlighted the institute’s role in shaping Paraguay’s statistical landscape. Iván Ojeda, National Director of the INE, described the ITSE as a new chapter in the history of statistics in Paraguay. He emphasised its mission to train professionals committed to addressing national and international challenges. And how this will position Paraguay as a leader in data-driven development.

“The ITSE is is a legacy that will produce skilled technicians and uphold INE’s mission to foster professionals,” Ojeda stated.

First technical institute for statistics

Rocío Galiano, National Representative of the United Nations Population Fund (UNFPA), praised the ITSE as a highlight of years of shared efforts. She underscored its importance in strengthening the National Statistical System (SISEN) and enabling evidence-based public policies. “The UNFPA remains committed to supporting this process,” Galiano said, highlighting the institute’s role in institutional capacity-building.

INE–UNFPA consultant Fani López said the ITSE’s academic plans, announcing the first Higher Technical Course in Statistics begins in February 2026. The two-year programme, spanning 1,660 hours, will equip students with practical skills in statistical analysis and demography.

The importance of data

Roberto Páez, Director of Distance Education at FACEN, spoke about fostering a “statistical culture” in Paraguay at the Institute For Statistics launch. He introduced an innovative initiative, “Carlitos and the Statistical Culture”. This aims to engage children with statistics through creative storytelling in books. In doing so, promoting early awareness of the importance of data. Recently MEC also focussed on youngsters with an initiative to bring Paraguay’s rich history to life.

The ITSE’s mission is to train technical professionals in statistics and demography with a holistic, humanistic approach. Committing to sustainable development and cultural diversity. It aspires to be a innovative institution, enabling graduates to integrate autonomously into the workforce and society.
