Paraguay has been elected to serve as Chair of Working Group No. 2 of the Inter-American Conference of Ministers of Labor (IACML) of the Organisation of American States (OAS). The decision was adopted during the XXII Inter-American Conference of Ministers of Labor, which took place in Bogotá, Colombia.
Working Group No. 2 of the IACML focuses on the institutional strengthening of the Ministries of Labor and the promotion of institutionalised social dialogue and tripartism.
“As President, I am committed to promoting effective social dialogue that involves all actors: employers, workers and governments. We must strengthen social protection systems and improve health and safety conditions at work, always with a preventive approach and focused on people’s well-being,” said Paraguay’s Minister of Labor, Mónica Recalde, after learning of the appointment.
Working Group No. 2 will be responsible for facilitating the analysis and exchange of experiences and developing recommendations to support governments in areas such as promoting social dialogue, deepening digital transformation processes and modernisation of labor ministries, and strengthening the State in its role as guarantor of effective protection against all acts of violence and harassment in the world of work.
Likewise, design and implement health and safety strategies at work, assist in strengthening and improving social protection systems, promote tripartite social dialogue in the reforms of social security systems, strengthen labor inspection as a central instrument of labor administration, as well as promote and strengthen conciliation and arbitration services, and alternative mechanisms for resolving labor disputes.
It is also responsible for promoting a preventive approach to respect for labor legislation, ensuring, in coordination with immigration authorities, respect for the human and labor rights of migrant workers in the region, giving renewed impetus to the Inter-American Labor Administration Network (RIAL), as well as promoting the exchange of information on social dialogue and wage-setting mechanisms.
